Xavier Quinn (Denzel Washington) is the chief of police on a small, unnamed Caribbean island (the novel was set on the fictional island of St. Caro). When Donald Pater, the millionaire owner of a luxury resort hotel, is found murdered, everyone assumes that the culprit is Maubee (Robert Townsend), a petty crook who also happens to be Quinn's best friend. Quinn doesn't believe it and clashes with the local bureaucracy: Thomas Elgin (James Fox), an arrogant political fixer, and the island's underqualified governor (Norman Beaton). In pre-revolutionary Cuba, James Wormold (Alec Guinness), a vacuum cleaner salesman, is recruited by Hawthorne (Noël Coward) of the British Secret Intelligence Service to be their Havana operative. Instead of recruiting his own agents, Wormold invents agents from men he knows only by sight, and sketches "plans" for a rocket-launching pad based on vacuum parts to increase his value to the service and to procure more money for himself and his expensive daughter Milly (Jo Morrow). Because his importance grows, he is sent a secretary, Beatrice (Maureen O'Hara), and a radioman from London to be under his command. With their arrival it becomes much harder for Wormold to maintain his facade. However, all of his invented information begins to come true: his cables home are intercepted and believed to be true by enemy agents who then act against his "cell". One of his "agents" is killed, and he is himself targeted for assassination. He admits what he's done to his secretary, and is recalled to London. At the film's conclusion, rather than telling the truth to the prime minister and other military intelligence services, Wormold's commanders (led by Ralph Richardson) agree to fabricate a story claiming his imagined machines had been dismantled, bestow honors on Wormold, and offer him a position teaching espionage classes in London.

Barry Wirth (Sam Worthington) is a retired small time criminal who is released on parole following the death of his mother, so that he can care for his younger brother, Joey (Luke Pegler). Wirth was falsely convicted for murder by corrupt police detective Arnie DeViers (David Field), who is in the employ of criminal kingpin Chicka Martin (Gary Sweet). Shortly after Wirth is released, a corrupt accountant is arrested and his records seized, causing difficulties for Wirth's new employer, Darren "Dabba" Barrington (Timothy Spall), an ex criminal turned restauranteur whose money is seized along with that of Chicka. Wirth's friend Johnny "Spit" Spitieri (David Wenham), a heroin addict and small time criminal, is arrested while conducting a drug deal and finds himself owing twenty thousand dollars to Chicka. DeViers continues to harass and threaten Wirth, even as the latter finds success as a chef in Dabba's restaurant. Despite his best efforts to remain clean, Wirth finds himself under increasing pressure to return to his criminal ways in order to help both Dabba and Spit.

An earthquake leaves the California coastline in ruins and reduces the beaches to a state of chaos. A group of Neo-Nazis led by Adolf (Brenner), the self-proclaimed "Führer of the new beach," takes advantage of the resulting chaos by fighting off several rival surfer gangs to seize control of the beaches. Meanwhile, an African American oil well worker named Leroy (Harden) is killed by the surf Nazis while jogging on the beach.
