It is directed by the same director who directed Painted Skin (2008). Both stories are drawn from Pu Songling's (1640–1715) collection of supernatural tales Strange Stories from a Chinese Studio.
Synopsis
The film tells the mail guy born Zhou Integrity along with fellow Late mail pilot applications, trading up Down on the way encountered Strong Bandit Long Talks, three people chasing each other and then run into an ancient temple, venerable there recommend three people be reconciled with each other. The movie is set during the reign of Emperor Huizong in the late Northern Song Dynasty. The government department known as the "Department Six" customarily has full jurisdiction over all criminal investigations in the imperial capital. Cold Blood chances upon the scent of blood while Department Six and the Divine Constabulary are setting up camp in a foggy forest. Running ahead of the others, Cold Blood, Life Snatcher, Iron hands and Ji Yaohua arrive in front of a locked and seemingly abandoned house. In attempt to break the lock, Cold Blood is attacked by a cannon and barely escapes. He notices the person behind the cannon - Zhuge Zhengwo. Keeping the information to himself, the rest of Department Six and the Divine Constabulary rush into the house to discover the bloodshed of many and there is only one survivor, a man Zhuge Zhengwo identifies as Ouyang Da, someone whose face had disappeared off the pugilist world twelve years ago. Every one else have died of similar wounds, all caused by the same weapon that Cold Blood was attacked with. Zhuge Zhengwo shows keen interest in the incident and promptly asks Sheriff King to turn over the case to the Divine Constabulary. Sheriff King agrees, and Ji Yaohua along with the others in Department Six protest; there have been similar cases of massacres that they have been investigating, each with a death of a man that was supposed to have died twelve years ago. The deaths are all tied to Zhuge Zhengwo, as these men were part of the Gang of Twelve supposedly executed by him when they massacred Sheng Yayu's, now Heartless, family. Department Six strongly believe it is likely that Zhuge Zhengwo had lied about executing the Gang of Twelve and rose to fame, only to silence those that were supposed to have been dead for twelve years now so that his secret would not be found out. Sheriff King believes in his friend but instructs Department Six to continue investigate quietly.

The film is set sometime in the late Qin dynasty or early Han dynasty. In the desert, General Wang Sheng and his men attack a Xiongnu camp, where Wang chances upon a maiden called "Xiaowei" and brings her home. Eddie Yang (Jackie Chan) is a Hong Kong police officer cooperating with Interpol in the capture of a crime lord named AJ "Snakehead" Staul (Julian Sands). Snakehead procures an ancient book from a Chinese bookstore keeper, which tells the story of a boy being chosen every thousand years to bind the two halves of a legendary medallion. In Hong Kong, Eddie and Interpol agent Arthur Watson (Lee Evans) lead a raid to capture Snakehead and his men, who are about to kidnap the boy, named Jai (Alex Bao). Eddie and the agents fight off Snakehead's men, infiltrating the temple containing Jai. Jai is saved but Snakehead eludes them. Two weeks later Snakehead captures Jai aboard a cargo boat in Hong Kong. Eddie and a team of Hong Kong police engage and defeat several of Snakehead's men, but Snakehead escapes with Jai to Dublin, Ireland.

Chen Zhen (Jet Li) is attending class in Kyoto University when some Japanese karate students from the Black Dragon Clan burst in and attempt to force him out because he is Chinese. Mitsuko Yamada (Shinobu Nakayama), one of Chen's female classmates who has a crush on him, along with Chen's professor and other students, speak up for him. The thugs turn violent but Chen easily defeats them using a variety of controlled Chin Na techniques. The Japanese thugs' sensei, Funakochi Fumio (Yasuaki Kurata), who is also Mitsuko's uncle, arrives to take control of the situation and apologizes for his students' behavior. Fumio is impressed by Chen's skill and converses with him, and Chen learns that his master Huo Yuanjia has died after losing in a match against a Japanese martial artist. Chen is distraught after hearing the bad news and he leaves for Shanghai immediately.

Chan Foh To (Jackie Chan) is a junkyard mechanic and a part-time race car driver who helps the Hong Kong Police Force in their crackdown on illegal street racing in the country. One night, while helping news reporter Amy Yip (Anita Yuen) and Kong (Ken Lo) after their Mitsubishi FTO runs out of gasoline, Chan commandeers the car with Amy inside to chase after a speeding black Nissan Skyline GT-R R32 driven by the dangerous criminal driver Warner "Cougar" Kaugman (Thorsten Nickel). In the high speed car chase's climax, Chan traps Cougar in a police roadblock and has him apprehended. However, due to a lack of evidence and a warrant for arrest, Cougar is immediately released from police custody. Chan continues to be harassed by Amy, who wants to do a cover story of him.
