Despite the evidence presented by the district attorney (Larry Cedar), Jennifer Garrick (Rosalind Allen), the lawyer defending Vincent Gotto (Lewis Van Bergen), an accused child murderer on death row, believes her client is not guilty, and is hiding the identity of the real killer. A fellow attorney in her office (Ron Canada) explains the presence of a large Pinocchio doll sitting in her chair as belatedly delivered evidence which she had earlier requisitioned (the doll had been buried by her client in his son's grave). Intending to examine it in the hope of finding a clue which might prevent his execution, she brings it home and her emotionally fragile daughter Zoe (Brittany Alyse Smith) mistakes it for a birthday gift. She develops a relationship with the puppet and becomes unbalanced to an even greater degree.

The film begins with the sentencing of Jean-Baptiste Grenouille (Ben Whishaw), a notorious murderer. Ivan Mozer (Lyle Alzado) is a serial killer who has been convicted of the rape, torture and murder of 23 people. Mozer is given the death penalty by electrocution. At his execution, he boasts of having killed 24 people. A power outage caused by a riot prevents the execution, but Mozer receives a jolt of electricity before the power fails. The prison staff assumes that Mozer is killed during the riot, but he manages to escape. The prison subsequently is abandoned. Mozer lives within the abandoned prison with the assistance of his father, who had been employed as a guard. Eighteen months later, a film crew arrives at the prison to shoot an exploitation film titled Death House Dollies. They discover that Mozer survived his electrocution due to an unusual genetic gift. The jolt of electrical energy made him "half-alive", leaving him in a feral state and granting him spontaneous regeneration.
