A recently promoted police inspector (Gian Maria Volonté) kills his mistress (Florinda Bolkan), and then covers up his involvement in the crime. He insinuates himself into the investigation, planting clues to steer his subordinate officers toward a series of other suspects, including the woman's gay husband and a student radical. He then exonerates the other suspects and leads the investigators toward him, in order to prove that he is "above suspicion" and can get away with anything, even while being investigated. In the end, he confesses to the crime in front of his superiors - who refuse to believe him. Sure that he is safe, he recants his confession, and receives the approval of the police commissioner.

Miklo is a man of Mexican and Caucasian ethnicity who grew up in El Pico Aliso barrio in east Los Angeles. In 2012, private corporations own and manage the prison systems. Getaway driver Carl "Luke" Lucas (Luke Goss) is arrested after a robbery for his crime boss Markus Kane (Sean Bean) goes wrong. As his accomplices are robbing the bank, two officers casually enter the building. Luke tells them to abort, but they refuse; Luke intervenes, but it results in the death of one of the three accomplices. Luke shoots and kills one of the officers and dumps off his accomplices in order to fulfill Markus's wishes. In doing so, Luke is eventually captured by the police following a high-speed chase and sentenced to serve time on Terminal Island.

The film is about a prisoner awaiting execution. Denver Bayliss (Kiefer Sutherland) gains an unlikely friend and confidant in Fred Whitmore (Forest Whitaker), a former cop who is now a prison guard.
