The film begins with GloboTech Industries acquiring the Heartland Toy Company. CEO Gil Mars tells remaining toy designers Larry Benson and Irwin Wayfair to develop actual live-action toys capable of "playing back". Mars selects Larry's action figures, the Commando Elite, for the project and Irwin's educational toys, the Gorgonites, for their enemies. After Mars sees a commercial showing the toys doing activities they are incapable of doing, he accuses them of false advertising, saying Globotech delivers on what it promises. Mars then orders Benson to have the toys on the shelves in three months acting just as they do in the commercial or get fired. Faced with such a tight deadline, Benson forgoes safety testing, then uses Irwin's password and chooses GloboTech's overly powerful, X1000 intelligent AI munitions microprocessor integrated circuit to control the toys.

A young pizza delivery boy named Keno inadvertently encounters burglars on his route and tries to stop them. Seeing him as a witness, the burglars attack Keno, who proves to be an expert martial artist, but he is soon overwhelmed before the arrival of the Ninja Turtles. They vanish after rescuing Keno, taking the pizza he was delivering and leaving money to pay for it.

John Brown is a humble, but clumsy security guard working at the Bradford robotics laboratory in Riverton, Ohio, run by Artemus Bradford and his daughter Brenda, whom Brown has a crush on. Brown wishes to become a police officer, with support from his niece Penny. Brenda and Artemus create a lifelike robotic foot as part of the Gadget Program, to create cybernetically augmented police officers. Tycoon Sanford Scolex attacks the lab, steals the foot, and has Artemus murdered before escaping in his limo. Brown goes chasing him down in his car, which leads to its being destroyed by Scolex's explosive cigar leaving brown for dead, but a bowling ball coming from the fiery blast of Brown’s destroyed car smashingly crushes Scolex's hand, forcing him to replace it with a mechanical claw.

Spy extraordinaire Derek Flint (James Coburn) is an ex-agent of Z.O.W.I.E. Planet Spaceball, led by the incompetent President Skroob, has wasted all of its air. Skroob schemes to steal air from the planet Druidia by kidnapping Princess Vespa, the daughter of King Roland on the day of her pre-arranged wedding to the narcoleptic Prince Valium. Skroob sends the villainous Dark Helmet to complete this task with Spaceball One, an impossibly huge ship helmed by Colonel Sandurz. Smith is an 18-year-old film student who identifies sexually as "undeclared". He has been having strange dreams. He is going to college with his best friend, Stella, whom he has known since junior high. Smith finds a note saying that he is the "chosen son". He has a roommate, Thor, whom he lusts after, regretting that Thor is straight. Stella goes to a party with Smith, but hooks up with another girl, Lorelei. On the first day of high school, best friends Virgil Fox (Jason Dolley), Derek Beaugard (Steven R. A research and production company is performing a live human trial for a machine called the “Augmentor 1,000.” The device is designed for medical use, with an ancillary benefit of enhanced strength. The machine’s creator, workaholic Pat Utley, objects due to potentially lethal side effects. Edward Crow, the company owner, overrules him. The Augmentor is successfully activated but the subject suddenly goes berserk until Pat literally pulls the plug on the device.
