The plot is very close to the original play and 1928 movie. Racketeer and mobster Nick Scanlon (Ryan) has managed to buy several of the local government and law-enforcement officials of a large midwestern American city. However, he can't seem to touch the incorruptible police captain Tom McQuigg (Mitchum), who refuses all attempts at bribery. The city’s prosecuting attorney, Welch (Collins), and a police detective, Turk (Conrad), are crooked and make McQuigg's job as an honest officer nearly impossible.

In 63 BC, Pompey conquers Jerusalem and the city is sacked. He enters the Temple to seize the treasure of Solomon and massacres the priests there. Major Dan Kirby (John Wayne) arrives at VMF-247 ("Wildcats") as the new commander when everybody in the unit was expecting Captain Carl "Grif" Griffin (Robert Ryan) to take over. Kirby is strict and makes this understood from day one. Assigned to the Cactus Air Force during the Guadalcanal campaign, Kirby has few planes available and a lot to accomplish with a field attacked daily by the Japanese. His pilots are young and behave like "kids," sometimes disobeying orders and foolishly losing precious pilots and precious planes. Kirby is requiring maximum effort, and Captain Griffin is not as tough as Kirby wants. Griffin stays closer to his young pilots, one of them his own brother-in-law, Vern "Cowboy" Blithe (Don Taylor).

Two men (Edmond O'Brien and Frank Lovejoy) from El Centro, California are driving toward a planned fishing trip at the Mexican town of San Felipe on the Gulf of California. Just south of Mexicali, they pick up a hitchhiker named Emmett Myers (William Talman), whose stolen car has apparently run out of gas. Myers turns out to be a psychopath who has committed multiple murders while hitch-hiking between Illinois and Southern California, and has managed to slip into Mexico at Mexicali. In order to evade the pursuing authorities, Myers forces the two men at gunpoint to journey deep into the heart of the Baja California Peninsula, toward the town of Santa Rosalía, where he plans to take a ferry across the Gulf of California.

Bowie (Granger) escapes from prison with bank robbers Chicamaw (DaSilva) and T-Dub (Flippen). Bowie was unfairly convicted of murder. The three plan to rob a bank. Bowie needs the money to hire a lawyer to prove he's innocent. Bowie, injured in an auto accident, finds refuge with the daughter of the owner of a gas station, Keechie (O'Donnell). They marry and plan to live an honest life. But then Chicamaw and T-Dub return and demand that Bowie come with them for one more job.
