The film takes its name from the 1912 song of the same name, which refers to the Reeperbahn in Hamburg. The film's sets were designed by the art director Otto Moldenhauer. It was made by the German subsidiary of the Hollywood studio Universal Pictures.

Set after the events of the first film, Babe (now voiced by Elizabeth Daily) and his master, farmer Arthur Hoggett (James Cromwell), are given a welcome home parade after Babe's success as a "sheepdog". One day, Babe inadvertently causes an accident to befall Arthur, who ends up in the hospital. Esme is unsuccessful tending the farm on her own. A few days later, two men from the bank tell her she and Arthur have not paid their rent on time, and at the end of the month, Esme and Arthur will soon be evicted from their farm. Among the many letters from their fans, Esme locates one saying that if she enters Babe in a sheepdog herding contest, held at a fair far away, she will win a large amount of money. She decides to enter Babe instead, and they leave the farm together.

A spunky piglet named Gordy lives a happy life on Meadow Brook Farm somewhere near Hope, Arkansas. Unfortunately, the farm's farmer has gone bankrupt, and thus must sell everything, starting with Gordy's family. Two men arrive in a truck to take Gordy's father, but Gordy is alerted of this by the farm's rooster. Gordy tries to stop his father from leaving by following the truck taking his father, but his father tells him to go home and look after the family. When Gordy returns he finds that his mother and siblings were taken in another truck while he pursued his father. Determined to locate his family and return to the farm, Gordy sets out alone to find them. He eventually ends up in the care of Jinnie Sue MacAllister, a young country singer who lives in a camper van with her also country singer father, Luke, and their "manager", Cousin Jake. Jinnie Sue, not knowing Gordy's name, calls him Pinky.

Manor Farm is a formerly prosperous farm that has fallen on hard times, and suffers under the now-ineffective leadership of its drunken and aggressive owner, Mr. Jones. One night, Old Major, the prize boar and the second-oldest on the farm, calls the animals on the farm for a meeting, where he compares the humans to parasites and encourages the animals to break free from their tyrant's influence, while reminding them that they must hold true to their convictions after they have gained freedom. Chance, a disobedient American Bulldog (voiced by Michael J. The plot revolves around an ape playing sports. Jack is a three-year-old chimpanzee who is the subject of an experiment involving sign language that is performed by Dr. Kendall. However, Dr. Kendall loses funding for his research and Kendall's boss, Mr. Peabody, sells Jack to a medical research lab, much to Dr. Kendall's dismay. Unfortunately, Dr. Kendall dies (off screen) from a heart attack. Kendall had set up Jack to be taken away from the lab, but Jack was sent to Canada by mistake. In Canada, Jack finds shelter in a tree house but a young deaf girl named Tara enters the tree house and Jack surprises her causing her to faint; when Tara wakes up she learns he can use sign language, she attempts to hide Jack from her parents and brother Steven but is unsuccessful . Steven soon discovers that Jack has an uncanny ability to play the sport of ice hockey and Jack joins Steven's junior league hockey team when it is discovered that there is no rule that chimpanzees can't play hockey. However, just before the championship, Dr. Peabody returns to reclaim Jack.

A boy named George is magically transformed into a pig. In a dangerous and crazy adventure, the boy, his sister, Kathy, his best friend Freud, and their college housekeeper, Matilda leave for Mexico to try to undo the witchcraft before their parents return from their Paris trip. While gathering ingredients in order for Matilda's grandmother, Berta, to undo the spell, Kathy grows impatient and after insulting both Matilda and Berta, storms off into town, where she befriends two Mexican girls who speak English and have satellite TV. Meanwhile, Freud accidentally loses George to a butcher. With Kathy and her friends, they try to rescue George, in the process of angering the butcher. They are able to get George to Coyote Mountain, under a full moon phase, where a potion has been prepared to return George to normal. Unfortunately, the butcher had followed them, just as the ritual had begun. Matilda and Berta dose the butcher with the potion, turning him into a vulture, while George is restored to normal. They soon return home and act like nothing's happened, except for the fact that George still has a pig's tail.
