When a district attorney who has been investigating a utility company's directors for fraud is suddenly killed, his wisecracking newspaperman friend (Pat O'Brien) gets curious. He and the upstanding new district attorney (Neil Hamilton) separately pursue the case. Cultivated but sinister businessmen, a shady nightclub owner specializing in "import and export", several beautiful young women always seen in evening gowns, a "Latin lover" type who reads Casanova and an abundance of suave men in evening dress provide eye-candy for the duration.

The film begins with the Egyptian Andoheb (George Zucco) traveling to the Hill of the Seven Jackals in answer to the royal summons of the High Priest of Karnak (Eduardo Ciannelli). The dying priest of the sect explains the story of Kharis (Tom Tyler) to his follower. The tale closely parallels that of the original film, except that Kharis steals the sacred tana leaves in the hope of restoring life to the dead Princess Ananka. His penalty upon being discovered is to be buried alive, without a tongue, and the tana leaves are buried with him.

Set in 1921, the film centers around the character of novelist Winthrop Clavering (Emerson), known as "The World's Greatest Detective". Clavering befriends young inventor Bartholomew Thompson (Spottiswoode Aitken), who has just invented a radio controlled flying bomb (weaponry that would come to be known as guided missiles). Bartholomew is soon murdered by spies, described as "yellow men from the East" in the film, who steal his new invention. Clavering and his Swedish maid Hulda (Bessie Love) set out to find the spies who have been invading the United States. Clavering and Hulda catch up with spies just as they invade California and force them out of the country with the same device they stole.
