Because of his drunkenness and questionable use of firearms, aging U.S. Marshal Rooster Cogburn (John Wayne) has been stripped of his badge. Byron Harper operates a non-profit farming system on a playground in the Cabrini Green neighborhood of Chicago with the aim of landing black kids into college basketball programs. He focuses most of his energy on the best prospects, whom he calls his Breds, and ignores the less talented ones. One day, burn-out white lawyer Zack Telander shows up on the playground, willing to play, but Byron believes him to be a drug pusher and throws him out. However, just then one of the Breds is being shot, and Zack happens to be the only one on the spot with a car, so he helps Byron to rush the victim into a hospital, where he also threatens the clerk with a gross negligence lawsuit in case treatment would not be provided.

In the year 2274, the remnants of human civilization live in a sealed domed city, a utopia run by a computer that takes care of all aspects of their life, including reproduction. The first half of the film is set at Benedict Boys Home. The movie revolves around real-life Lithuanian seaman Simas Kudirka, a radio operator on a Soviet fish processing vessel. When his ship meets at sea with a U.S. Coast Guard cutter near Martha's Vineyard in early 1970, Kudirka makes a dramatic leap from the deck, landing on the USCGC Vigilant. He announces that he wishes to defect, but confusion over U.S. policy on defections prevents the Americans from offering him asylum. As the crew of the Vigilant looks on helplessly, Soviet officers are allowed to board the cutter, beat and bind Kudirka, and drag him back to his own ship. This tinderbox political incident occurs during a Soviet/U.S. conference over fishing rights. The ultimate fate of Simas Kudirka provides the core of the script.
