Le petit cirque Marinelli est sur le point de partir. À côté du cirque, le "roi du lait" Runkelmann donne une conférence de presse pour informer le public qu'il souhaite acheter le domaine du cirque afin d'agrandir encore sa grande laiterie. Conny Meister est un journaliste présent. À Vienne, les hommes d'État les plus haut placés se réunissent pour le congrès de Vienne. Le prince Metternich organise régulièrement des bals somptueux et d'autres événements conçus pour tenir les hommes d'État à l'écart des affaires politiques.
