Meena plays the dual role of Goddess Padai Veettu Amman, and the neighbouring deity Muthu Maariamman, cutting a pretty picture in all her finery. Devayani plays Chamundi, a devotee, and the film opens with her being killed brutally on the eve of her marriage by the henchmen of the local bigwig. The latter's daughter was in love with the intended bridegroom Shankar and the fond father had wanted to remove the only hurdle in the way. The bigwig, in order to get his hands on a hidden treasure, had also taken the help of an evil tantrik. The presiding deity Muthu Maariamman is helpless, bound as she was by a vow she had made to Chamundi. That she wouldn't step out of her abode till Chamundi herself asked her to. It is time for the neighbouring deity Padai Veetu Amman to come to the rescue of the distressed village.

The story begins with a young couple, Balu and Ishwarya, being chased by some goons. Ishwarya is the daughter of Rajadorai (Charan Raj) and had eloped and run away with her boyfriend Balu against the wishes of Rajadorai. Rajadorai sends his goons to track down the couple. When the goons finally track down the couple in a forest and start beating up Balu, a man (Rajinikanth) comes to the couple's rescue. When Rajadorai and his brother Ramadorai (Nizhalgal Ravi) find out about this man, they rush over to his hideout in the forest, only to escape in fear when they see him. The couple is scared and puzzled as to how the man could induce so much fear in the brothers. The man's wife Parvathi (Gouthami) then tells the couple the story of the man, whose name is Dharmadorai.

The story begins with a group of government officers who come to list the number of devastated houses. The officers promised them to give a big amount to build their house but in exchange for a little amount to register their name. So the illiterate villagers, who wants to make easy money, demolish their house. The officers turn out to be frauds. The village panchayat president (Vinu Chakravarthy) knows that the villagers will not interfere in his decision until they are uneducated. Arun (Mohan), a prominent singer is in jail with a death sentence looming over his head. He meets Shanthi (Revathi) during one of his concerts, and is followed by her on many occasions into the jail and outside too. He shows nothing but animosity towards her behavior, and keeps pushing her out of sight. But Shanthi is persistent and does not give up either. An inmate named Maari attempts to escape from jail, but he is stopped by Arun. Maari later tells Arun about his sick daughter (Shekhina Shawn), and his inability to pay for her operation. Arun sympathises with him, and promises to raise funds for the sick child through his next concert, which he also plans shall be his final one.

Teja (Kalabhavan Mani) is a high-profile gangster in North Madras, who often imitates the behaviour characteristic of different animals for sarcastic effect. Accompanied by his gang, he arrives at a magistrate's court for a hearing. His animal antics are mocked at by "Chintai" Jeeva, another accused. Teja and his gang retaliate and kill Jeeva within the court premises. Jeeva was a member of a rival gang headed by Gemini (Vikram), an aspiring goon from Chintadripet who aspires to dethrone Teja and take his place. To avenge Jeeva's death, Gemini hunts down the murderer Pandian while Isaac, one of Gemini's men, kills him. This incident leads to a feud between Gemini and Teja, and a fight for supremacy ensues. Pandian's mother Annamma (Manorama), a destitute woman, locates the whereabouts of her son's murderers. She approaches Gemini, becomes the gang's cook and awaits a chance to poison them.
