Broadcast in the year 2008, the film is presented in a TV documentary style format, combining talking head interviews, news coverage clips and video surveillance footage surrounding the assassination of U.S. President George W. Bush in Chicago around a year earlier on 19 October 2007. The president is fatally shot by a sniper after he addresses an economic forum at the Chicago Sheraton Hotel, before which an anti-war rally had taken place. News outlets immediately begin reporting on the incident along with its political ramifications. After authorities earlier arrest and interrogate war-protesting detainees, Jamal Abu Zikri (Malik Bader), an IT professional of Syrian origin, becomes the prime suspect.

Outrage argues that several American political figures have led closeted gay lives while supporting and endorsing legislation that is harmful to the gay community. The film examines mass media's reluctance to discuss issues involving gay politicians despite many comparable news stories about heterosexual politicians and scandals. Outrage describes this behavior as a form of institutionalized homophobia that has resulted in a tacit policy of self-censorship when reporting on these issues. The film is based on the work of blogger Michael Rogers and his site BlogActive.com.

The film starts with the events of March 2004 in Fallujah, where four Blackwater contractors were ambushed, set afire, their burned corpses dragged through the streets and then finally displayed hanging from a bridge. In interviews, two of the contractors’ families contend that Blackwater, in search of higher profit, neglected to provide proper support and protection to their employees, including maps, decent translators, an armored vehicle, and sufficient security personnel (their convoy was short a machine gunner). The families contend that with such support, their loved ones might be alive today.

Micha Peled's documentary on BT farming in India observes the impact of genetically modified cotton on India's farmers, with a suicide rate of over a quarter million Bt cotton farmers each year due to financial stress resulting from massive crop failure and the price of Monsanto's Bt seeds. The film also disputes claims by the biotech industry that Bt cotton requires less pesticide and promises of higher yields, as farmers discover that Bt cotton requires more pesticide than organic cotton, and often suffer higher levels of infestation by Mealybug resulting in devastating crop losses, and financial and psychological stress on cotton farmers. Due to the biotech seed monopoly in India, where Bt cotton seed has become the standard, and organic seed has become unobtainable, thus pressuring cotton farmers into signing Bt cotton seed purchase agreements with biotech multinational corporation Monsanto.
