It was directed by David Morrissey from a script by Tony Marchant and stars James Nesbitt as Joe Keyes, a man who sees Alice, a young woman played by Emily Bruni, accosted by some men on a train one night. Alice looks to Joe for help but he ignores her predicament and gets off the train. A few days later, the police are seeking witnesses to a sexual assault against Alice. Joe unwillingly comes forward but, when giving evidence against the men in court, cannot bring himself to admit that he did nothing to save Alice.
The film was commissioned by the BBC's director of serials Laura Mackie at the outline stage. Marchant did not want to extend the script to any more than two parts because he thought two was the right length. He previously worked with Morrissey and producer David Snodin on the 1997 television series Holding On. The script went through five drafts; refinements included making Joe's wife less judgemental, and seeing other characters in the wider world reacting to Joe. It was filmed over 30 days.
The first part received 6.9 million viewers, and the second part 6.7 million (28% audience share). The second part was the first time BBC One won the 9–10 p.m. timeslot in two months. Final ratings, accounting for viewers who recorded it to watch later, brought part one up to 7.47 million and part two up to 7.54 million. Passer By received negative critical reaction from the New Statesman.
It was repeated by UKTV Drama on 28 December 2004 as a single feature-length film.

Thomas Avery (Martin Sheen) is an American ophthalmologist who goes to France following the death of his adult son, Daniel (Emilio Estevez), killed in the Pyrenees during a storm while walking the Camino de Santiago (the Way of St. James), a Catholic pilgrimage route to the Cathedral of Santiago de Compostela in Galicia, Spain. When three-year-old Saville Kent is found murdered in dreadful circumstances at the family home in Wiltshire, Commissioner Mayne (Tim Pigott-Smith) sends Scotland Yard detective Inspector Jack Whicher (Paddy Considine) to investigate the crime. The film follows the lives of Arbor and Swifty, teenage boys growing up in a poor and run down area of Bradford, northern England. Arbor suffers from hyperactivity disorder, which often gets him into trouble even when it is not his intention. When the boys are suspended from school after a fight, they decide to earn money collecting and selling scrap metal. The film begins with a man named Peter who is living alone on an island as a lighthouse keeper. His only contact is with a sailor called Howie who brings him food supplies once every few months. It is quickly revealed that until recently he had a well-paid job, and a wife named Lou and two daughters. His family were drowned, however, in a freak storm on a boating holiday that Peter was meant to be on. This causes him to withdraw from society and he is rendered unable to speak. He sticks to a regular but lonely routine until one day he discovers that a lifeboat containing a little girl of about seven called Charlotte has landed on the island. Charlotte refuses to leave the island until her father comes to pick her up, so she stays with Peter. After just over a week, he finds out from a radio broadcast that she is the only survivor from a sinking ship, and that the girl's father is dead. It is at this point he becomes able to speak again. During this time the two have formed a bond, and so when Charlotte refuses to leave, he decides that she can stay. This is possible as no-one else knows that she is alive. At the end of the film Peter has to persuade his food supplier to keep quiet about the little girl's presence on the island so she is not taken away by the authorities, he agrees and the film ends showing the viewer several "family snapshots" of an adult Charlotte and an older Peter, thus implying that she remained with him for the rest of her childhood.

The film opens up with surveillance camera views of a mansion and its rooms; the views alternate among images of nine people being kidnapped. Lea (Kelly Brook), an abductee, wakes up in a bedroom. She notices others in nearby bedrooms, and runs to the main door, bangs at it, and shouts to be let out. She finds the windows are all walled with bricks; even the basement door is blocked. She has a panic attack and passes out.
