The film opens in New York City, where Bridget works as a telemarketing manager and her husband Clay is training to be a doctor. He is heavily in debt to a loan shark so he arranges to sell stolen pharmaceutical cocaine to two drug dealers. The transaction becomes tense when the buyers pull a gun, but rather to Clay's surprise, they eventually pay him $700,000. Clay is left shaken, and on his return home he slaps Bridget after she insults him. She then steals the cash from him and flees their apartment while he is in the shower.

Margaret Hall (Swinton) and her family live a seemingly upper middle class life in Tahoe City, California. Her husband is a pilot on the aircraft carrier USS Constellation. She is startled to discover that her son Beau (Tucker), a high school senior, has been having a sexual affair with 30-year-old Reno, Nevada night club owner Darby Reese (Lucas). Margaret visits Reese's nightclub, The Deep End, to demand that he stay away from her son. That night, Reese secretly visits Beau and the two meet in the boathouse. Beau confronts him about asking his mother for money. The two argue, eventually coming to blows. As Beau returns to the house, Reese leans on a railing, causing it to collapse, and falls into the water, impaling himself on an anchor.

Miriam Blaylock (Catherine Deneuve) is a beautiful and dangerous immortal vampire, promising specially chosen humans eternal life as her vampire lovers. As the film begins, her vampire companion is John (David Bowie), a talented cellist whom she married in 18th century France. The film opens in a night club in New York, to a live performance from Bauhaus. There they connect with another young couple who are brought home and fed upon by slashing their throats with a bladed Ankh pendant. The film is divided in over 30 chapters. In the fictional Irish town of Tyrellin, near the border of Northern Ireland in the late 1940s, cartoon robins narrate as Patrick Braden's mother, Eily Bergin, abandons him on the doorstep of the local parochial house where his father, Father Liam, lives. In 1952, Deputy Sheriff Lou Ford (Casey Affleck) is a pillar of the community in his small west Texas town — patient, dependable, and well-liked. As a teenager, Lou was caught raping a five-year-old girl in the back of a parked car by his adopted brother Mike, who pleaded guilty to the crime and served prison time to protect Lou. The film opens with J. Edgar Hoover in his office during his later years. He asks that a writer, known as Agent Smith, be let in, so that he may tell the story of the origin of the FBI for the sake of the public. Hoover explains that the story begins in 1919, when A. Mitchell Palmer was Attorney General and Hoover's boss at the Justice Department. Palmer suffers an assassination attempt, but is unharmed when the bomb explodes earlier than intended. Hoover recalls that the police handling of the crime scene was primitive, and that it was that night that he recognized the importance of criminal science. Later, Hoover visits his mother, Anna Marie, and tells her that Palmer has put him in charge of a new anti-radical division, and that he has already begun compiling a list of suspected radicals. He leaves to meet Helen Gandy, who has just started as a secretary at the Justice Department. Hoover takes Gandy to the Library of Congress, and shows her the card catalog system he devised. He muses about how easy it would be to solve crimes if every citizen were as easily identifiable as the books in the library. When Hoover attempts to kiss her, she recoils. Hoover gets down on his knees and asks her to marry him, citing her organization and education, but his request is once again denied. However, Gandy agrees to become his personal secretary.
