The film opens with a ski chalet party sequence in Gstaad where Hubert Bonisseur de La Bath aka OSS 117 is entertaining a Chinese countess. The party is attacked by Red Chinese gunmen working for a Mr. Lee and everyone but Hubert and the Countess are killed. Returning to SDECE headquarters, Hubert is assigned to deliver a blackmail payment of 50,000 new Francs to Professor Von Zimmel, a Nazi who escaped to South America and has a microfilm list of French Nazi sympathizers.

Fritz Knobel (the film's alter-ego of real-life forger Konrad Kujau) supports himself by faking and selling Nazi memorabilia. So he sells a portrait of Eva Braun and one volume of Hitler's alleged diaries to factory owner Karl Lenz. Lenz presents this on a "birthday party to the Führer" to his guests, among them sleazy journalist Hermann Willié. Willié is working for the magazine "HH press" (real-world Stern magazine is located in Hamburg, which is abbreviated "HH" on German car license plates; "HH" is pronounced "haha", but is also an abbreviation of "heil Hitler"). In the events Knobel writes down according to what happens around him; after he meets his later lover Martha, she becomes his inspiration for Eva Braun. As he then comes under increasing stress, having to deliver the remaining volumes that he had already sold, he turns more and more into a mock image of Hitler himself.

Sous son allure bonasse d'amoureux des fleurs et de peintre naïf, le père Tulipe est un faux-monnayeur qui fabrique seulement des petites coupures pour améliorer son ordinaire. Undercover cop Nick Dunbar's (Arliss Howard) brother Matt (Loren Dean) is accused of killing his teacher, Mr. Bradwood (Mack Harrell) at Adlai Stevenson High School. Nick loses his temper with Hechtor (Larry Pine), the detective in charge, and gets suspended. Nick's partner Ed (Seymour Cassel) pretends to be Nick's dad to enroll him as a student. Matt gives Nick pointers to get people to talk to him. Nick deals with bullies, girls with crushes on him, teachers & staff who range from quirky to bizarre, and a teacher, Robin Torrence (Suzy Amis), to whom he is attracted who thinks he's a teen. The turning point in his popularity (and therefore his ability to get information) happens in the classroom metaphor scene, in which E.E. Cummings' poem she being brand new, is used in its entirety. The character Renard (Michael Huguenor), who had a large part in the script but was mostly edited out of the film, makes his only appearance in this scene.
