The film features several horse trainers and other track workers talking about their roles at the track, always eventually interrupted by an older man who claims to be the true authority, and demands that they be thrown out. One recurring young man, the first to appear, claims that he protects the horses from enthusiastic racing fans. He does not appear to be employed by the track, but seems to provide his services voluntarily. His protection from "fanatics" gives the film its title. Also featured is a man who trains the horses by walking them around a tree for 36 hours at a time, and a man whose job is "doping" the horses with garlic before races. The film ends with the young man who protects against fanatics seated at a zoo. He says that the track officials asked him to leave, and now he protects the zoo's flamingos from fanatics.
The film is shot in a documentary style, but the sheer implausibility of the dialogue leaves the exact nature of the film ambiguous. The director states that the film is intended to be humorous, and Herzog's official website describes the film as an "Elaborate on-camera practical joke."

Bruno Stroszek (Bruno S.) is a Berlin street performer. Released from prison and warned to stop drinking, he immediately goes to a familiar bar where he comforts Eva (Eva Mattes), a prostitute down on her luck, and lets her stay with him at the apartment his landlord kept for him. They are then harried and beaten by Eva's former pimps, who insult Bruno, pull his accordion apart and humiliate him by making him kneel on his grand piano with bells balanced on his back. Faced with the prospect of further harassment, Bruno and Eva decide to leave Germany and accompany Bruno's eccentric elderly neighbour Scheitz (Clemens Scheitz), who was planning to move to Wisconsin to live with his American nephew Clayton.

The setting is an 18th-century Bavarian town with a glassblowing factory that produces a brilliant red ruby glass. When the master glass blower dies, the secret to producing the ruby glass is lost. The film begins with Detective Havenhurst driving with his partner Detective Vargas. They receive a call and drive to the scene of a murder. As they push their way through the crowd at the crime scene, they see Brad McCullam leaving with a coffee cup. Inside the house, the detectives find the body of Mrs. McCullam, Brad's mother, who has just been stabbed with an antique sword. At the scene are the neighbors and chief witnesses, Mrs. and Miss Roberts. The detectives soon realize that they had just seen the murderer leaving the scene.
