The film is written by C. Courtney Joyner and directed by Ted Nicolaou. This film stars Corey Feldman as the great-grandnephew of Andre Toulon, and Vanessa Angel as the head of a toymaking factory who plans to dominate the world using its latest line of holiday products. According to Charles Band, this film is a non-canon film because it was not produced by him or his production company Full Moon Features. It was instead a made for TV film that debuted 18 December 2004 on NBC Universal's SyFy.
Synopsis
In 2004, the puppets along with the formula are now in the ownership of Andre Toulon's great-grandnephew Robert Toulon and his daughter Alexandra. Robert and his daughter are both very brainy and very childlike and collect, fix and build dolls and puppets for a living. Ever since Robert inherited his great-grandfather's puppets he has been trying to create his own life force potion based on Toulon's diary entries using alcohol and blood (which according to Robert and Alex is sacred). One Christmas Eve, Alex and Robert finally figure out how to make the potion and bring the puppets to life. Toulon explains to the awakened puppets who he is and they are quick to accept their new master.Actors

Kenneth Zevo (Donald O'Connor), the owner of the Zevo Toy factory in Moscow, Idaho, is dying. He tells his assistant Owen Owens (Arthur Malet) of his desire for the factory to be given to his brother, Lt. Gen. Leland Zevo (Michael Gambon) instead of his son Leslie Zevo (Robin Williams). Even Leland Zevo is unsure of this, pointing out how Leslie has been apprenticed at the toy factory most of his life. In an old Hollywood mansion, the spirit of a butler inhabits a grandfather clock. When two teenagers decide to use the mansion (which once belonged to one of the teen's grandfather) for a film, they encounter the spirit frightening away a burglar. In 1939 Bodega Bay, California, an old puppeteer named Andre Toulon is putting the finishing touches on a living puppet named Jester. A living oriental puppet, named Shredder Khan, stares out of the window for Blade. Meanwhile, Blade scouts the grounds of the Bodega Bay Inn that Andre is staying. Two Nazi spies get out of a car and head for Toulon's room but Blade beats them there and Andre puts Blade, Jester and Shredder Khan into a chest with the Indian puppet, named Gengie, before hiding the chest in a wall panel. As the Nazis break down the door, Toulon shoots himself in the mouth with a pistol.

The film begins at the Bodega Bay Inn, 1939. Danny Coogan (Levi Fiehler) is making wooden chairs for a wedding reception for his Uncle Len (Jerry Hoffman), who owns the Inn. Danny tells his uncle that if it was not for his limp, he would be able to go to war, along with his brother Don (Taylor M. Graham), and tells his Uncle that he's going to help Andre Toulon. Toulon is guest at the inn, whose wife was killed by the Nazis because they wanted a formula, a formula that allows his puppets to come alive. After escaping from Berlin to Geneva, Toulon came to America to hide from the Nazis. As Danny's heading over to Toulon's room, he hears a gunshot and goes to see what happened. Two men dressed in black leaving Toulon's room push Danny aside, and as they leave, he manages to get a glimpse at one of their faces. He enters the room and finds Toulon dead with a gun in his hand. Danny, to whom Toulon showed his puppets, grabs them out of a wall panel and finds that all the puppets are still there, along with unanimated Six Shooter and another puppet, named Ninja.

Set in the modern times, a young five-year-old boy named "Johnny McGowan" travels to Scotland to live at his grandfather's castle after he loses both his parents in a traffic accident. At the magical wishing tree on his grandfather's estate, he conjures up a friend which is an infant dragon whom he nicknames "Yowler". They grow up together as 15 years go by. One day after the years go by, a documentary film maker Bob Armstrong, his daughter Beth, and his pilot Brownie McGee stumble upon Yowler. Eager for fame and money, Bob convinces John to "rent" Yowler to local corrupt businessman, Lester McIntyre. John, who is coerced in part by the offer to have the mounting taxes on the castle paid off, allows Lester to take Yowler in. He does so also partly because of his growing interest in Beth. Yowler is miserable and harassed in the new theme park built for him, and when it becomes clear that McIntyre has duped them in order to exploit the dragon, John and his new friends take action.
