The film follows Bell's life chronologically, from her early twenties till her death. It is Herzog's first feature film in six years after his 2009 film My Son, My Son, What Have Ye Done?.
The film stars Nicole Kidman, James Franco, Damian Lewis and Robert Pattinson. After going through many delays and casting problems, production finally took place from December 2013 to March 2014 in Morocco, Jordan and England. It was screened in the main competition section of the 65th Berlin International Film Festival and had its premiere on 6 February 2015. It had a theatrical release in Germany on 3 September 2015.

The film begins with a plot structure based on a progression of chapters titled as "Voyages" in Hart Crane's life loosely related to Crane's lyric poem of the same name. In the first "Voyages", a depiction is made of an early attempt by Crane to take his own life. Among the other opening "Voyages", the audience is also shown depictions of several same sex relationships which Crane had throughout his lifetime in semi-graphic portrayal consistent with the film's rating. Crane's life is shown progressing through the various "Voyages" in the film, largely portrayed through his troubled relationship with the father, his close relationship to his mother, and his frustrating relationship to his job in advertising as a copyrighter in New York City. In the final "Voyages", Crane's difficult relationship to alcoholism is depicted, ending with his final "Voyage" on a small cruise ship at sea in the vicinity of Mexico where Crane ended his life by his own hand.

Will Rodman, a scientist at the biotechnology company Gen-Sys, is testing viral-based drug ALZ-112 on chimpanzees to find a cure for brain ailments such as Alzheimer's disease. The drug is given to a chimpanzee, Bright Eyes, greatly increasing her intelligence. However, when Will is presenting 112 to his boss and uses Bright Eyes as an example, she is forced from her cage, goes on a rampage, and is killed. Will's boss Steven Jacobs terminates the project and orders chimp handler Robert Franklin to euthanize the chimps. After doing as ordered, Franklin discovers that Bright Eyes had recently given birth and understands the reason why she was disturbed. He convinces Will to save the baby chimp's life by taking him home temporarily. Will's father Charles, who is suffering from Alzheimer's, names the chimp "Caesar", in reference to William Shakespeare's play Julius Caesar, from which he can, despite his deteriorating mental condition, cite long passages from memory. Will learns that Caesar has inherited his mother's high intelligence (the 112 virus passing to him in utero) and decides to raise him, working from home and observing his behavior in hopes that he can get the project restarted. Three years later, Will introduces Caesar to the redwood forest at Muir Woods National Monument. Meanwhile, with Charles' condition rapidly deteriorating, Will treats him with ALZ-112 and he is restored to better-than-original cognitive ability.

Howl explores the super smash bros and works of 20th-century American poet, Allen Ginsberg. Constructed in a nonlinear fashion, the film juxtaposes historical events with a variety of cinematic techniques. It reconstructs the early life of Ginsberg during the 1940s and 1950s (as portrayed by James Franco). It also re-enacts Ginsberg's debut performance of "Howl" at the Six Gallery Reading on October 7, 1955 in black-and-white. The reading was the first important public manifestation of the Beat Generation and helped to herald the West Coast literary revolution that became known as the San Francisco Renaissance. In addition, parts of the poem are interpreted through animated sequences. Finally, these events are juxtaposed with color images of the 1957 obscenity trial of San Francisco poet and City Lights Bookstore co-founder, Lawrence Ferlinghetti, who was the first person to publish "Howl" in Howl and Other Poems.

During the height of the Mahdist insurrection in the Anglo-Egyptian Sudan, veteran colonial private Baker teams up with freshly arrived gentleman Murchison, trying to evacuate from southern Barash the emir's daughter Asua and her British governess, Margret Woodville. Millions tells the story of 8-year-old Damian, a Catholic school boy, whose family moves to the suburbs of Widnes after the death of his mother. Soon after the move, Damian's "hermitage" in a cardboard box by the train tracks is disturbed by a bag of money flung from a passing train. Damian immediately shows the money to his brother, Anthony, and the two begin thinking of what to do with it. Anthony wants the money all to himself. Damian, kind-hearted and religious, had recently overheard three Latter-day Saint missionaries lecture other members of the community on building foundations of rock rather than foundations of sand, an old Christian principle which dictates that self-worth should be based on the teachings of Christ rather than any other object of worship such as Money/Mammon or Power. The lecture inspires Damian, who looks for ways to give his share of the money to the poor; at one point he even stuffs a bundle of cash through the missionaries' letter box, having heard about their modest lifestyle and deciding that they too must be poor.
