A stranger on horseback rides into the isolated mining town of Lago. Three gun-toting men follow him into the saloon, taunting him to fight. When they follow him to the barbershop and begin threatening him, the Stranger quickly dispatches the three with little effort. Impressed with this performance, a dwarf named Mordecai, who works in the barbershop, befriends the Stranger. A woman named Callie Travers arranges to bump into the Stranger in the street, claiming loudly it was his fault. When she slaps the cigar from his mouth while insulting him, he drags her into the livery stable and has sexual relations with her in a very rough and aggressive manner (the scene is initially depicted as a rape, but by its end, the woman has clearly given her consent, as she is portrayed as an active, and seemingly enthusiastic participant in the act). Next, the Stranger rents a room at the hotel but declines to give a name to the hotelier. That night, he dreams about a man being brutally whipped. In the morning he returns to the barbershop for a bath. Callie Travers shoots at him after he is in the tub; inexplicably, he remains uninjured.

Josh Randall is the head of security for the Lucky Dragon casino in Hong Kong. As the movie begins, Randall is visiting Los Angeles to collect $114,000 owed by a rich gambler to his employer, David Pascal (Liu). After a few threats and some fighting he collects the debt. The story is set in the fictional Middle Eastern country of Zadestan in 1948. Mark Miller is stationed at the U.S. Embassy in the fictional city of Kashkhan and is assigned to investigate the disappearance of and locate a young woman, Ellen Jasper, the daughter of a United States Senator, who vanished after her marriage to Colonel Nazrullah several months previously. Nazrullah is desperate to find her and becomes defensive when Miller asks about her. By law, Ellen has given up her rights as an American by becoming his wife. Miller traces her to a band of nomads who are running illegal guns. She doesn't want to leave, being estranged from both her parents and her husband. Miller doesn't want to return without proof she's alive and OK, which she refuses to give. Nazrullah lures the gun-runners into a trap. He separates Miller from the nomads and asks his wife to return to him but she refuses. Ellen at last gives Miller a note for her family. As the nomads leave, Nazrullah orders his troops to fire on them and Ellen is killed trying to rescue a child. A heart-broken Nazrullah carries away the body of his dead wife.

It is the late 1970s, and smuggler David Swansey (Richard Harris) specialises in importing goods to war-torn Rhodesia, defying international sanctions imposed on the doomed nation. Swansey is eventually contracted by the Ian Smith administration to arrange an illicit purchase of American-made Iroquois helicopters for counter-insurgency operations against black African nationalists. However, word of his plan soon reaches the latter, who apply strong political pressure to kill the deal in its cradle – the aircraft shipment in question is impounded upon reaching neighbouring South-West Africa.
