The film is a part of the Sabrina, the Teenage Witch TV series franchise and is the second TV film made for the series following the 1996 Sabrina the Teenage Witch film, which was produced before the TV series went into production.
The film features only two main characters from the TV series, the protagonist Sabrina Spellman (played by Melissa Joan Hart), and other main character Salem Saberhagen (voiced by Nick Bakay). The film introduces the character of Gwen (played by Tara Strong), a British witch, whom Sabrina meets in Rome. As the film is set in Rome, none of the scenes are set on the original set of the TV series.
The film was directed by Tibor Takács, the director of the original Sabrina the Teenage Witch film. Takács also directed an episode of the TV series.
Due to the success of Sabrina Goes to Rome, ABC produced a sequel titled Sabrina, Down Under. This film again only included Sabrina and Salem from the TV series. Tara Strong reprised her role of Gwen for the second film.
The film is included in the season 7 DVD release of the Sabrina, the Teenage Witch TV series.
Synopsis
If Sabrina cannot open a mysterious antique gold locket and release the power trapped within, her Aunt Sophia will be lost forever. "The secret to the locket lies in Rome", her father says. Sabrina heads for Italy and the Eternal City of Rome, for what was supposed to be "two cat-less weeks" to herself. Unknown to her she is accompanied by Salem who has stowed away in her backpack. Sabrina finds an unexpected roommate: Gwen, a British witch with a talking guinea pig named Stonehenge (nicknamed "Stony"). At the inn where she is staying, Sabrina learns that her Aunt Sophia was banished and trapped in the locket because she fell in love with a mortal who betrayed her and revealed to a friend that she was a witch. Later while traveling the city, she meets Paul, the gorgeous American photographer who catches her before she falls into the famous Trevi Fountain. Together, Sabrina and Gwen set out to solve the mystery of the locket. When Paul and his friend Travis witness Sabrina doing magic, while turning a walking statue to stone (that Gwen brought life by accident) they come up with an idea to sell the story. In the end Paul doesn't betray Sabrina, which sets Aunt Sophia free, as the locket says "Trust your heart".Actors

The movie centers around Sabrina Sawyer, who is sent to live with her eccentric aunts in Riverdale. On her 16th birthday, Sabrina discovers that she is a witch. Sabrina then develops a crush on Seth, the cutest boy in school who happens to be dating Katie La More, the school's "queen bee." Sabrina travels to Australia's Great Barrier Reef with Gwen, a fellow witch from England, for a week-long vacation where they try to help protect a hidden mermaid colony whose habitat is threatened by ocean pollution, and by local marine biologist Dr. Julian Martin, who is determined to find the colony as his claim to fame. While Sabrina finds a friendship with Barnaby, a "merman" from the mermaid colony, Salem the cat finds a possible romance with another witch-turned-into-a-cat named Hilary, but finds Sabrina's problems interfering with his plans. In order to prevent Julian from launching a search for the mermaid colony, she casts a spell to create a storm to keep him in port, which succeeds except that a lightning bolt knocks Sabrina unconscious, and when she comes to she learns she has lost her powers, at least temporarily.

After Santa Claus has noticed how many children have become naughty, he decides that he will not deliver presents to any children this year. But his daughter, Kristin Claus, thinks there is one more chance for a Christmas. Kristin took on the challenge of trying to deliver all the presents (just as her dad, Santa, would) in the Mortal World. She made a deal with people in the North Pole that she would change a family on "Santa's Naughty List" to be on the "Nice List". She uses her magic to go to the Morgan house, a family of a single father and two spoiled children, and try to change them to nice. But the children are tricked by Rudolfa, Kristin's sister, who wants to turn Christmas into a joking holiday. Kristin was mistaken as a nanny for the children and played along with the role. The children begin to resent Kristin, and Kyle even told their dad that Kristin was dangerous. Kyle tries to engage Brittany into it. They treated Kristin badly and she left the Morgan house when no one was at home. Bill Morgan became work-obsessed since his wife died. On a work-trip he carried along the children and their uncle and took a rest stop at a diner. They met Kristin there (she used her magic to meet them there) and Bill convinced her to look after the children on the trip. The family (and Kristen) take an unexpected detour. Rudolfa uses her magic to make a fake detour sign and sends the family in the middle of nowhere. She also sent an elf dressed as a deer into the middle of the road, causing them to swerve into a ditch. They spend the night at a nearby old, abandoned house, where Kristin confronts Bill about his own selfish ways. The kids continue to act selfish and bratty, but Bill and Kristin don't put up with it. Brittany soon realizes that she is behaving bratty and makes the family breakfast-in-bed from some food supplies she found in the house. A fire breaks out, and Kyle, the family's son almost dies. Kristin gives her immortality to save him, but she now cannot remember her past.

The film begins with self-help author Wes Wilson who has recently come out with his first best selling book. At the after-party, he meets up with an attractive woman named Samantha. Dan "Dash" Dashiell (Patrick Muldoon) is a retired Olympic skier who works at a ski resort in the mountains of Utah. On a restricted side of the mountain, Dr. April Sommers (Vanessa A. Williams) is working on creating a new breed of spider with several others. When a group of teen skiers arrives at the mountain, Chad (Noah Bastian) challenges Dash to a race. The two show some impressive moves as the others look on. When Dash reaches a large rocky slope, he turns back and goes down another way rather than risk a leg injury like the one that ruined his career. As Dash makes it to the bottom, he meets Dr. Sommers. While they talk for a while, Frank (Stephen J. Cannell) takes the teens inside the resort. After a brief discussion, Dr. Sommers returns to the lab, where she finds dead scientists everywhere. She finds the sole survivor cocooned in a spider web. He warns Dr. Sommers about the spiders escaping and then slowly dies. When she turns to leave, the last spider remaining at the lab, a mutated Black Widow, attacks her and forces her into a locked office. She finds an alarm and engages it, which alerts Professor Marks (David Millbern) and Army Captain Baker (Thomas Calabro), who are elsewhere on the mountain, to her location.
