Synopsis
Madam Chan Sau-ching (Chingmy Yau) of the Complaints Against Police Organisation has been having the same nightmare where she sees a woman with her heart taken out and dies while being inverted on a cross. Later, during an incident where she encountered robbers, Ching, who has never held a gun before, gained magic power and was able to shoot the robber dead. Afterwards, Ching saw the most horrible image that was in her nightmare: the corpse of the woman hanging on the inverted cross.Actors

Interpol officer Dickson Kwan is sent to Hong Kong to investigate in a fake passport forgery case and collaborates with officer Pau Sei and Lau Ting Kin. Due to different approaches on investigating, Dickson and Sei often get into conflicts. Later during an arrest operation, Dickson saves Sei's life and they forget about their bygones. The young and talented cop Ball (Aaron Kwok) is partners with the cowardly Fish (Ng Man-tat). One day, the police force received news that a gang of kidnappers has threatened kidnap Jessy Lee (Deric Wan), the son of Hong Kong billionaire Lee Ka-sing (Dennis Chan). The police then sends Ball undercover and takes Jessy Lee's identity and sought for more information in the Lee Enterprises. However, Ball's girlfriend Shun (Chingmy Yau), unexpectedly joins the Lee Enterprises and clashes with Jacky (Maggie Cheung), Jessy's ex-lover who mistakenly believes Ball to be Jessy. Mandy Chin (Andy Lau), Chung Cho-hung (Tony Leung), Lau Yiu-cho (Wan Chi Keung) and Chan Chung-ming (Natalis Chan) were gambling together. Mandy uses his girlfriend, Lily (Christy Chung), and partner, Gold Finger Chi (Liu Kai-chi), who are the card dealers, to help him cheat and won over HK$6 million. On the other hand, Lau lost up to HK$4 million. Afterwards, Mandy, Lau and Chan met Chung, who brought a number of his subordinates with him, at a bar. There, Lau felt he was cheated and a big fight occurred where Chung was injured. Lau found out that the three of them cheated him and he blackmails Mandy to help him go to prison and interrogate his former subordinate, Robinson Shun (Kwan Hoi-san), who stole a total of HK$300 million treasury bond from him. If Mandy manages to have Robinson tell him the whereabouts of the bond, Lau promises to pay Mandy HK$10 million as a reward. To get Mandy to prison, Lily sues him for sexual harassment. However, due to lack of evidence, the judge does not adopt the case. Mandy later gets himself to prison by throwing his shoe at the judge and he was sentenced to prison for a month for contempt of court and assaulting the judge.

In 1905, Sun Wen intends to go abroad to Hong Kong, then a British colony, to discuss his plans with fellow Tongmenghui members to overthrow the corrupt and crumbling Qing dynasty in China. Empress Dowager Cixi sends a group of assassins, led by Yan Xiaoguo, to kill Sun. Revolutionary Chen Shaobai arrives in Hong Kong a few days before Sun's arrival, to meet Li Yutang, a businessman who provides financial aid for the revolutionaries. As Sun Wen's arrival day draws near, trouble begins brewing in Hong Kong as Chen Shaobai's acquaintances are murdered and Chen himself is kidnapped by the assassins during a raid. Li Yutang decides to officially declare his support for the revolutionaries after the newspaper agency is closed by the British authorities, who do not interfere in China's political situation. Li rallies a group of men, including rickshaw pullers, hawkers and a beggar, to serve as bodyguards for Sun Wen when he arrives. Li's son, Chongguang, is chosen to act as a decoy for Sun Wen to divert the assassins away while Sun attends the meeting and leaves Hong Kong safely.
