Synopsis
Madam Chan Sau-ching (Chingmy Yau) of the Complaints Against Police Organisation has been having the same nightmare where she sees a woman with her heart taken out and dies while being inverted on a cross. Later, during an incident where she encountered robbers, Ching, who has never held a gun before, gained magic power and was able to shoot the robber dead. Afterwards, Ching saw the most horrible image that was in her nightmare: the corpse of the woman hanging on the inverted cross.Actors

Interpol officer Dickson Kwan is sent to Hong Kong to investigate in a fake passport forgery case and collaborates with officer Pau Sei and Lau Ting Kin. Due to different approaches on investigating, Dickson and Sei often get into conflicts. Later during an arrest operation, Dickson saves Sei's life and they forget about their bygones. Sei has a daughter Eva, who opposes his father to be a cop. Dickson falls in love with Eva and pursues her, however she does not like Dickson's dangerous profession and although she has feelings for him, she still rejects him.

The young and talented cop Ball (Aaron Kwok) is partners with the cowardly Fish (Ng Man-tat). One day, the police force received news that a gang of kidnappers has threatened kidnap Jessy Lee (Deric Wan), the son of Hong Kong billionaire Lee Ka-sing (Dennis Chan). The police then sends Ball undercover and takes Jessy Lee's identity and sought for more information in the Lee Enterprises. However, Ball's girlfriend Shun (Chingmy Yau), unexpectedly joins the Lee Enterprises and clashes with Jacky (Maggie Cheung), Jessy's ex-lover who mistakenly believes Ball to be Jessy. In 1905, Sun Wen intends to go abroad to Hong Kong, then a British colony, to discuss his plans with fellow Tongmenghui members to overthrow the corrupt and crumbling Qing dynasty in China. Empress Dowager Cixi sends a group of assassins, led by Yan Xiaoguo, to kill Sun. Revolutionary Chen Shaobai arrives in Hong Kong a few days before Sun's arrival, to meet Li Yutang, a businessman who provides financial aid for the revolutionaries. As Sun Wen's arrival day draws near, trouble begins brewing in Hong Kong as Chen Shaobai's acquaintances are murdered and Chen himself is kidnapped by the assassins during a raid. Li Yutang decides to officially declare his support for the revolutionaries after the newspaper agency is closed by the British authorities, who do not interfere in China's political situation. Li rallies a group of men, including rickshaw pullers, hawkers and a beggar, to serve as bodyguards for Sun Wen when he arrives. Li's son, Chongguang, is chosen to act as a decoy for Sun Wen to divert the assassins away while Sun attends the meeting and leaves Hong Kong safely.

Chan Kwok-chung (Simon Yam), a Hong Kong police inspector, has dedicated his career to putting Wong Po (Sammo Hung), a notorious triad boss, behind bars. While escorting a witness with damning evidence of Wong's wrongdoings to court, Chan's car is rammed at high speed by another car driven by Jack (Wu Jing), a ruthless assassin hired by Wong. The impact severely injures the witness and his wife, whom Jack proceeds to kill after getting down from his car. The witness' young daughter, however, is spared. Chan survives too, but has a piece of glass stuck in the back of his head. When the glass is removed, the doctor notices a tumour in Chan's brain and informs him that he does not have long to live. Hung Hei-kwun arrives in his village after a raid by government soldiers, only to find his whole village destroyed. Hung Hei-kwun quickly finds his infant son and gives him a choice between death and joining him in the rebellion. Upon leaving his village he encounters Ma Ling-yee, who is also supposed to be involved in the rebellion; he learns that Ling-yee had betrayed him and their village for the bounty on Hei-kwun's head. At this time, the film introduces "Red Bean", who is in the process of swindling a very rich man, Ma Kai-sin, out of his money. Kwun tries to leave his son in the care of his brother but is betrayed, forcing him to kill his brother. The rich man, witnessing the carnage done by Kwun, hires Hung Hei-Kwun as a bodyguard. Initially he wants Kwun to help him bully and steal from others; Kwun refuses the offer but decides to be his bodyguard instead because he and Man Ting, his son, ran out of money.
