Synopsis
L’histoire se déroule en Allemagne en 1945. À la veille de l'effondrement du Reich, les nazis mènent les négociations secrètes avec les Américains sur la reddition des troupes allemandes à l'Ouest. Début des années 1920, un détachement de dix cavaliers démobilisés de l'Armée rouge, le commandant du poste-frontière, son épouse et un vieux géologue progressent péniblement dans un désert à la recherche d'un point d'eau. La dure existence de travailleurs russes déportés en Allemagne durant la Deuxième Guerre mondiale. A woman spy and some male agents working for the Germans during World War I land at night near the British naval base at Scapa Flow, from a U-boat. The British, led by Col. Foreman, ambush the landing party, capturing two of the men, but the woman gets away. Foreman fakes the execution of one of the spies, thus tricking the second one, Meyer, into becoming a double agent in the hopes of using him to capture his woman accomplice, whom Meyer identifies under the codename Fraulein Doktor. Fraulein Doktor is portrayed as a brilliant spy who stole a formula for a nerve gas which the Germans used to great effect against the Allies on the battlefield.

Captain Hardt (Conrad Veidt), a World War I German U-boat commander, is ordered to lead a mission to attack the British Fleet at Scapa Flow. He sneaks ashore on the Orkney Islands to meet his contact, Frau Tiel (Valerie Hobson). Tiel has taken over the identity of local schoolteacher, Anne Burnett (June Duprez), who had been kidnapped by German agents. Hardt finds himself attracted to her, but Tiel shows no interest. The Germans are aided by a disgraced Royal Navy officer, the former Commander Ashington (Sebastian Shaw) who, according to Tiel, has agreed to aid the Germans after losing his command due to drunkenness, and Tiel implies that she has slept with Ashington to obtain his cooperation.

A joint Anglo-American plot is devised to steal a highly advanced Soviet fighter aircraft (MiG-31, NATO code name "Firefox") which is capable of Mach 6, is invisible to radar, and carries weapons controlled by thought. Former United States Air Force Major Mitchell Gant (Eastwood), a Vietnam veteran and former POW, infiltrates the Soviet Union, aided by his ability to speak Russian (due to his having had a Russian mother) and a network of Jewish dissidents and sympathizers, three of whom are key scientists working on the fighter itself. His goal is to steal the Firefox and fly it back to friendly territory for analysis.

In 2003, Maya, a young U.S. Central Intelligence Agency officer, has spent her entire brief career, since graduating from college and being recruited for the agency, focused solely on gathering intelligence related to Osama bin Laden, leader of al-Qaeda, following the terrorist organization's attack on the United States in 2001. She is reassigned to the U.S. embassy in Pakistan to work with a fellow officer, Dan. During the first months of her assignment, Maya often accompanies Dan to a black site for his continuing interrogation of Ammar al-Baluchi, a detainee with suspected links to several of the hijackers in the September 11 attacks. Dan subjects the detainee to approved interrogation techniques, i.e., stress positions, hooding, subjection to deafening noise, sleep deprivation, waterboarding, and humiliation. After failing to get al-Baluchi to give up information on an attack in Saudi Arabia, he and Maya eventually trick Ammar into divulging that an old acquaintance, who is using the alias Abu Ahmed al-Kuwaiti, is working as a personal courier for bin Laden. Other detainees corroborate this, with some claiming Abu Ahmed delivers messages between bin Laden and a man known as Abu Faraj al-Libbi. In 2005, Abu Faraj is apprehended by the CIA and local police in Pakistan. Maya is allowed to interrogate him, but he continues to deny knowing a courier with such a name. Maya interprets this as an attempt by Faraj to conceal the importance of Abu Ahmed.
