Synopsis
In December 1941, just before the USA's entry into World War II, an American agent from the Naval Intelligence Office (Cusack) arrives in Shanghai to find his friend Conner (Jeffrey Dean Morgan) was recently murdered. Determined to find out who killed Conner and why, he begins working at the Herald using the alias Paul Soames, a Nazi-sympathizer cover he used while stationed in Berlin. He meets Anthony Lan-Ting (Chow Yun-Fat) an influential crime lord and Captain Tanaka (Ken Watanabe) at the German embassy in Shanghai, during an invitation only event. He later befriends Anthony when he saves him during an attack on Japanese officers by the Chinese Resistance at a night club.Actors

In 1974, during the final days of the Vietnam War, Mark Lee (Chow Yun-Fat) arrives in Saigon, intending to bring his uncle Ten (Shih Kien) and cousin Cheung Chi-Mun (Tony Leung Ka-Fai) back to Hong Kong with him. Alice Bowman (Meg Ryan) moves to the (fictional) South American country of Tecala because her husband, Peter (David Morse), has been hired to assist with building a dam. In 1941, an eight-year-old Hannibal Lecter lives in Lecter Castle in Lithuania. Hitler's invasion of the Soviet Union turns the Baltic region into part of the bloodiest front line of World War II. Lecter, his younger sister Mischa, and their parents travel to the family's hunting lodge in the woods to elude the advancing German troops. After three years, the Nazis are finally driven out of the countries soon to be occupied by the Soviet Union. During their retreat, however, they destroy a Soviet tank that had stopped at the Lecter family's lodge looking for water. The explosion kills everyone but Lecter and Mischa. They survive in the cottage until six former Lithuanian militiamen, led by a Nazi collaborator named Vladis Grutas, storm and loot it. Finding no other food in the bitterly cold Baltic winter, the men look menacingly at Lecter and Mischa.

Mike Enslin (John Cusack) is a cynical, skeptical author who, after the death of his daughter Katie (Jasmine Jessica Anthony), writes books appraising supernatural events in which he has no belief. After his latest book, he receives an anonymous postcard depicting The Dolphin, a hotel on Lexington Avenue in New York City bearing the message, "Don't enter 1408." Viewing this as a challenge, Mike forces the hotel to allow him to book the room, referencing a law that any hotel room in New York can be requested as long as it meets safety standards. The hotel manager, Gerald Olin (Samuel L. Jackson) tries to dissuade Mike from checking into the room, explaining that 56 people have died in the room over the past 95 years, and that no one has lasted more than an hour inside it. Mike, who does not believe in the paranormal, insists on staying in the room, and asks Olin if he thinks it is haunted; Olin replies that it is "evil" rather than haunted.

In 1954, a nuclear bomb is detonated at the moment a giant creature emerges from the ocean. In 1999, Project Monarch scientists Ishiro Serizawa and Vivienne Graham investigate a colossal skeleton unearthed in a collapsed mine in the Philippines. They find two spores; one dormant and one hatched that made a trail into the sea. In Japan, the Janjira Nuclear Power Plant experiences unusual seismic activity and Supervisor Joe Brody sends his wife Sandra and a team of technicians into the reactor. A tremor breaches the reactor, leaving Sandra and her team unable to escape while the plant collapses.

A zombie outbreak erupts in metropolitan areas around the world; those bitten by the creatures become zombies themselves within twelve seconds. Retired UN investigator Gerry Lane, his wife Karen, and their two daughters manage to escape the outbreak in Philadelphia and take shelter with a family in Newark while waiting for special evacuation the next day, thanks to Gerry's friend UN Deputy Secretary-General Thierry Umuntoni. They find a shelter for the night while waiting for a rescue helicopter. Their hosts choose not to accompany them when they flee the next day, and are subsequently bitten and changed by zombies. Their son, Tommy, manages to escape, and Gerry's family takes him in. They are flown to an offshore U.S. Navy carrier group near New York where Umuntoni is overseeing the remaining worldwide governments' reactions.

The "Minutemen", a team of costumed crime fighters, was formed in 1939 in response to a rise in costumed gangs and criminals; the "Watchmen" was similarly formed decades later. Their existence has dramatically affected world events: in particular, Doctor Manhattan's superpowers help the United States win the Vietnam War, resulting in President Richard Nixon being reelected. Doctor Manhattan gives the West a strategic advantage over the Soviet Union, which by the 1980s threatens to escalate the Cold War into a nuclear war. During that time, growing anti-vigilante sentiment in the country leads to masked crime-fighters being outlawed. While many of the heroes retire, Doctor Manhattan and the Comedian operate as government-sanctioned agents, and Rorschach continues to operate outside the law.

In contemporary London, Charles Dobbs (James Mason) is a staid MI5 operative investigating Foreign Office official Samuel Fennan, a former Communist who apparently commits suicide. Dobbs becomes suspicious when a wake-up call is made to Fennan's home the next morning. While his widow Elsa (Simone Signoret) says it was for her, this is discovered to be a lie. Dobbs then suspects that Elsa, a survivor of an extermination camp, might have some clues, but other officials want Dobbs to drop the case. Dobbs privately links up with retired police inspector Mendel (Harry Andrews) to continue inquiries.
