The film opens with Stanley (Judd Nelson) on his boat in the middle of Summit Lake. After speaking with his agent, Regan (Susan Gibney) over the phone, Stanley accesses a hidden room in his house revealing a young woman who is chained to the floor by her ankle. He greets the woman and calls her Kimberly (Daniella Evangelista) as he places a plate of food in front of her. When he leaves the room, Kimberly walks over to the mirror and begins to cry, unaware that Stanley is studying her on the other side. Afterwards, Stanley brings her a fresh change of clothes and instructs her to dress, before gagging her with an orange and binding her hands behind her back. He forcibly escorts her onto his boat and drives out to the middle of Summit Lake, where he ties a cement block around her ankles. Curious about her predicament, he asks Kimberly how she feels, but the terrified woman does not respond. Stanley then pushes her into the lake, but promptly pulls her back up by the hair to study her expression before letting her sink to the bottom. Later, Stanley returns home to resume working on his script using the details he had gleaned from his latest victim. Jon Lansdale is finishing up a famous work of his called "Mandro", a Prince Valiant/Conan The Barbarian type of character. (In the film the actual "Mandro" artwork was drawn by real life Marvel Comics Conan artist Barry Windsor-Smith.) Lansdale is married to a beautiful woman named Anne (Andrea Marcovicci) and they have a child named Lizzie (played by Mara Hobel). While they are driving, Anne and Lansdale end up behind a slow-moving truck and an impatient driver behind them. In the heat of argument, Anne, who is driving, gets distracted and pulls out from behind the truck. Another truck comes up in the other lane. Anne attempts to get back behind the other truck but the impatient driver has pulled up too far. Lansdale waves his hand to the impatient driver to move back, and when she does not and Anne has to slam on the brakes, his hand is caught behind the truck, which also stops. A priest practicing the Voodoo arts resurrects Matt Cordell (Robert Z'Dar), who takes his badge and comes back from the dead to do his bidding. Meanwhile, a pair of cameramen who are hoping to make it big come across a convenience store robbery, where a police officer named Katie Sullivan (Gretchen Becker) intervenes in a hostage situation; she manages to wound the suspect but realizes that the clerk is his girlfriend, and she had let him in purposefully to rob the store. There is a crossfire, and while Kate is severely wounded, she ends up killing the clerk in return. When rushed to the hospital, she is rendered comatose and brain dead, much to the chagrin of investigating officer Sean McKinney (Robert Davi). McKinney catches the report of Katie using excessive force in a hostage situation, which portrays the clerk as an innocent victim and threatens to free the badly injured Frank Jessup. Meanwhile, stalking Katie's progress, Cordell goes to the hospital to watch her. He kills one of her supervising physicians with defibrillator paddles, then exposes to high amounts of X-Ray radiation the physician set to sign the warrant to cut Kate's life support. In North Western Australia, highway patrol officers Gary Bulmer (Shane Connor) and trainee Brian O'Connor (Ben Gerrard) are parked by a rural road and are desperate to meet a quota for speeding tickets. Mick Taylor (John Jarratt), a pig hunter, drives past going under the speed limit and they pull him over, claiming he's going over the speed limit. After belittling and insulting Mick, the two officers give him a speeding ticket and an order to get rid of his truck. As they drive away, Mick uses his sniper rifle to splatter O'Connor's head, causing the cruiser to crash in a gully. Jerry is an upbeat man who works at a bathtub factory, and lives in a modified apartment above a bowling alley with his dog Bosco and his cat, Mr. Whiskers. Jerry is a man with an innocent, almost child-like demeanor, and suffers from delusions and hallucinations that manifest in the form of his pets talking to him. Bosco often represents his good intentions while Mr. Whiskers represents his more violent nature. One day, his manager compliments his hard work and chooses him to help organize an employee barbecue, and he gladly accepts the opportunity to work with his workplace crush, a British woman named Fiona. The following day he asks her out on a date. She initially agrees, though with reluctance, but then stands him up to go to a karaoke party with two other girls who work with her in the accounting department at work, Lisa and Alison. After the party, Fiona's car won't start, leading her to flag down Jerry as he drives by. Fiona offers to take him out for a late dinner to make up for standing him up on the original date, but on the way, Jerry accidentally hits a stag which crashes through his windshield. Jerry's hallucinations show the deer crying out in pain and begging Jerry to kill it so he slits the deer's throat. Fiona, terrified, runs off into the woods. Jerry pursues her and accidentally stabs her. Apologizing for his actions, Jerry kills Fiona to end her pain.
