The story revolves around Billy Bigelow, a rough-talking, macho, handsome carousel barker, and Julie Jordan, a young, innocent mill worker, both living their busy lives in the small town of Boothbay Harbor, Maine. They fall in love, but both are fired from their jobs for different reasons – Billy because he paid too much attention to Julie and incurred the wrath of the jealous carousel owner Mrs. Mullin, and Julie because she stayed out past the curfew imposed by the understanding but stern mill owner, Mr. Bascombe. Billy and Julie marry and go to live at the seaside spa of her cousin Nettie, but Billy becomes bitter because he is unable to find work, and in his frustration, strikes Julie (this moment is not shown at all in the film). Mrs. Mullin, the jealous carousel owner who is infatuated with him, hears of this and goes to Nettie's to offer Billy his old job back, but will not re-hire him unless he leaves his wife. Billy seems to be considering the idea when Julie asks to talk privately. Julie, fearing he will be enraged, timidly tells him she is pregnant. But Billy is overjoyed and now firmly refuses Mrs. Mullin's offer. Engineer and inventor Robert Fulton (Richard Greene) comes to New York in 1807, where he meets tavern keeper Pat O'Day (Alice Faye). O'Day comes to strongly support Fulton and his visionary steamship after lodging at her establishment. O'Day's longtime suitor, Charles Browne (Fred MacMurray), opens his own shipyard to assist the dapper engineer by building Fulton's innovative steamboat. With financial assistance from Chancellor Robert L. Livingstone (Henry Stephenson) and additional investments from O'Day and her business acquaintances, Fulton eventually obtains all the financing needed to finish his revolutionary paddle steamer. In a 1914 lower class district of Paris, content sewer worker named Chico (James Stewart) is criticized by his fellow citizens for being an atheist. One day, he witnesses a young woman (Simone Simon) being brutally beaten by her sister (Gale Sondergaard) for not entertaining a senior wealthy man in her sleazy bar. He sympathizes with the girl, Diane, and stops the fight. Later, Father Chevillon (Jean Hersholt), who is worried about Chico's lack of faith, offers him a deal: he will grant him a street washer job if he takes in Diane and opens his mind about believing in God. Chico agrees, and he prevents Diane's sister from turning her in to the police by claiming that she is his wife.
