Synopsis
A series of freak weather occurrences around Washington, D.C. reunites two estranged brothers who are the sons of a once prestigious climate scientist. One of them suspects their father is behind it and upon further investigation, they discover that all of their father's enemies are dead - victims of freak weather accidents. Soon their suspicions are confirmed as their father hijacks radio and TV transmissions to relay the message that unless a certain Senator who canceled his United States Department of Defense contracts is handed over, the city of Washington D.C will suffer the consequences. As the brothers race to form a plan that can defeat their father, he lets loose a variety of diabolical weather weapons on the Smithsonian, Jefferson and Lincoln Memorials, and National Mall.Actors

Aging, respected commander Paul Blanchard (Heston) is on his final submarine tour before promotion to command of a submarine squadron (COMSUBRON). Surfaced and returning to port, the submarine, USS Neptune, is struck by a Norweigian freighter in route to New York in heavy fog, and sinks to a depth of 1,450 feet (442 meters) on a canyon ledge above the ocean floor. A United States Navy rescue force, commanded by Captain Bennett (Keach), arrives on the scene, but Neptune is subsequently rolled by a gravity slide to a greater angle that does not allow the Navy's Deep Submergence Rescue Vehicle (DSRV) rescue submarine to complete its work.

On May 10, 1998, teenage amateur astronomer Leo Biederman discovers an unusual object near the stars Mizar and Alcor at a star party in Richmond, Virginia with his school's astronomy club. An earthquake strikes the city of Los Angeles. Mike Roark (Tommy Lee Jones), the head of the city's Office of Emergency Management, insists on coming to work to help out with the crisis, even though he has taken a vacation with his daughter Kelly (Gaby Hoffmann). His associate Emmit Reese (Don Cheadle) notes the quake caused no major damage, but seven utility workers are later burned to death in a storm drain, one escaped and survived but was severely burned on one side of his face at MacArthur Park. As a precaution, Roark tries to halt the subway lines which run parallel to where the deaths took place, but Los Angeles MTA Chairman Stan Olber (John Carroll Lynch) declines, feeling there is no threat to the trains. Against regulations, Roark and a colleague Gator Harris (Michael Rispoli) venture down the storm sewer in the park to investigate. They are nearly burned to death when hot gases suddenly spew out of a crack in the concrete lining and flood the tunnel. Geologist Dr. Amy Barnes (Anne Heche) believes a volcano may be rapidly forming beneath the city with magma flowing underground (similar to the formation of the Mexican volcano Parícutin which emerged and grew tremendously in just one week) but cannot come up with enough evidence for Roark to take action.

The film is based on the fate of the brigantine Albatross, which sank May 2, 1961, allegedly because of a white squall. The film relates the ill-fated school sailing trip led by Dr. Christopher B.
