Elliot is in a hospital, discussing funeral arrangements over the phone. His wife died in an accident. His colleague/friend Rick arrives, Elliot tells him what happened, and Rick tries to offer him support. Elliot goes home alone and drinks himself to sleep. Next morning, he hides the liquor bottle as his granddaughter Eloise, who is bi-racial, knocks on the door and asks where her grandmother is. He tells her he will take her to school and to finish getting ready. He sees visions of his wife and attempts to brush Eloise’s hair, but is unsuccessful. She is upbeat as usual, and they are having difficulty as Elliot tries to do her hair, get her ready, and then take her to school. NYPD detective Billy Taggart (Mark Wahlberg) is arrested for the murder of Mikey Tavarez, who was believed to have raped and murdered sixteen-year-old Yesenia Barea but "walked" on a technicality. Chief Carl Fairbanks (Jeffrey Wright), goes to Mayor Nicholas Hostetler (Russell Crowe) with a witness and evidence. A series of freak weather occurrences around Washington, D.C. reunites two estranged brothers who are the sons of a once prestigious climate scientist. One of them suspects their father is behind it and upon further investigation, they discover that all of their father's enemies are dead - victims of freak weather accidents. Soon their suspicions are confirmed as their father hijacks radio and TV transmissions to relay the message that unless a certain Senator who canceled his United States Department of Defense contracts is handed over, the city of Washington D.C will suffer the consequences. As the brothers race to form a plan that can defeat their father, he lets loose a variety of diabolical weather weapons on the Smithsonian, Jefferson and Lincoln Memorials, and National Mall.
