Synopsis
Un chef de la mafia est enragé quand il est soupçonné de faire passer une cargaison d'héroïne à San Francisco. Il dépêche son neveu, un avocat anglo-sicilien hotshot, pour identifier le vrai coupable. Lou Marazano was once a feared hit man, but his reputation has dimmed significantly twenty years after his retirement. Though reluctant to give him the job, the mob sends him to kill several witnesses who will testify against a corrupt labor leader. After Marazano sends flowers to the widow of one of the men he kills, Ray Berkowski, a veteran cop, reopens a case that involved a string of murders from the early 1990s. Though discouraged from investigating, Berkowski and his partner, Ralph Maloney, stake out the second target. Picked up at the scene of he crime, Marazano does not talk, and the police are forced to set him free when his girlfriend and her neighbors provide an alibi.

The film, set in California, opens with Cosmo Vittelli (Ben Gazzara) making the final payment on a longstanding gambling debt to a sleazy loanshark (played by the film's producer Al Ruban). To celebrate his long-anticipated freedom, burlesque club owner Vittelli has an expensive night out with his three favorite dancers ("Margo", "Rachael" and "Sherry"). The evening culminates in a poker game in which Vittelli loses $23,000, returning him to the debtor's position he had just left. Using the debt as leverage, his mob creditors coerce him into agreeing to perform a "hit" on a rival. Vittelli is led to believe that his target is a small-time criminal of minor consequence, the Chinese bookie of the film's title; but in fact, he is the boss of the Chinese mafia, "the heaviest cat on the West Coast." Vittelli manages to kill the man and several of his bodyguards, but is severely wounded before escaping.

The film follows a group of criminals and corrupt cops who find themselves in serious trouble. The Russian mafia is blackmailing them, and the only way to deal with them is to perform what is believed to be an extremely challenging heist. Impossible as it may seem, however, they eventually hatch a plan: on one side of town, half of the crew will plan the murder of a rookie cop named Chris Allen (Casey Affleck), and while the rest of the force is distracted by a 999 call ("officer down"), the other half of the corrupt cops will pull off the job. This all seems like it's going to work until Allen winds up surviving the attack and fights back.
