In February 1942 a road construction gang working in Northern California are summoned to a meeting. The boss of the gang has been commissioned as a Major in the US Army Corps of Engineers and signs up the entire crew with his two sons gaining direct entry as Technical Sergeants to build the Alcan Highway. One of the brothers wishes to enlist in the US Marine Corps to fight the Japanese rather than build another road. He changes his mind when he meets the daughter of one of the heads of the project with the two brothers fighting over her as they build the highway. The story begins near the end of World War II in Europe. A soldier, suffering from amnesia, is on a hospital ship being helped by Major Williams, a medical doctor. The soldier was the only one of four infantrymen to survive when Nazi dive-bombers destroyed the farm house they were fighting the Germans from. The soldier and the U.S. Army do not know who he is. When the O'Glendy Wrecking Company is contracted to demolish an old hotel, "cannonballer" Duke Mason shows up at the worksite, having been hired by boss Mike O'Glendy. Wrecker Tom Kemp accuses Duke of jinxing every project on which he works, and after foreman Matt Carney breaks up the ensuing fistfight, he assigns Duke, an arrogant risk-taker, to work with him on the building's high watertower. While aloft, Matt slips and desperately clings to the edge of the tower, and Duke casually jokes with him before pulling him to safety. Later, Mike, who took over the business after her husband's death, tells Matt that she has put up a bond to save the company, and that they only have four weeks to bring down the twelve-story building.

In May 1944, during World War II, when nationalistic Irishwoman Bridie Quilty (Deborah Kerr) turns 21, she sets out to fulfill a lifelong dream engendered by listening to her late father's stories of the Irish Revolution. Early in the Second World War, an explosion occurs when safecracker Eddie Chapman (Christopher Plummer) blows open a wall safe. Outside, a car is backfiring repeatedly and a marching band is passing by. Chapman casually removes some jewels from the safe and examines them for the choicest items. He leaves a card in the safe complimenting its owners for being victims of the Gelignite Gang. The gang pulls off a series of heists before they go on the lam. Chapman is caught in Jersey and imprisoned there. After eight months, he sees German soldiers landing outside the prison and demands to see their commandant.
