Synopsis
Jack Mason is a homeless man from Seattle who loses his only friends—a fellow homeless man and his pet dog—on the same day. Dejected, Mason attempts to commit suicide when a soup kitchen worker, Walter Cole, saves him. Cole refers the man to businessman Thomas Burns, who kindly offers Mason a job as a hunting guide. Despite his misgivings, the lure of a well paying job causes Mason to accept.Actors

Johnny Utah is a former Ohio State Buckeyes quarterback and rookie FBI Agent. He is assigned to assist experienced agent and veteran, Angelo Pappas, in investigating a string of bank robberies by the "Ex-Presidents"; a gang of robbers that wear face-masks depicting former US presidents Ronald Reagan, Richard Nixon, Lyndon B. Johnson, and Jimmy Carter to disguise their true identities. They only raid the cash drawers in the banks that they rob—never going for the vault—and are out within 90 seconds. Pursuing Pappas' theory that the criminals are surfers, Utah goes undercover to infiltrate the surfing community. He concocts a story to persuade orphaned surfer Tyler Endicott to teach him to surf, she having saved him from drowning. Through her he meets Bodhi, the charismatic leader of a gang of surfers comprising Roach, Grommet, and Nathaniel. The group are initially wary of Utah, but accept him when Bodhi recognizes him as the former college football star. As he masters the art of surfing, Utah finds himself increasingly drawn to the surfers' adrenaline-charged lifestyle, Bodhi's philosophies, and Tyler. Following a clue retrieved by analyzing toxins found in the hair of one of the bank robbers, Utah and Pappas lead an FBI raid on another gang of surfers. Despite their criminal records, these surfers turn out to not be the Ex-Presidents and the raid inadvertently ruins a DEA undercover operation.

The film begins with a SWAT team going into the house of a United States Senator. Someone is holding the Senator hostage. The bomb squad arrives in a helicopter and they rappel down into the house. In 2021, Johnny is a "mnemonic courier" with a data storage device implanted in his brain, allowing him to discreetly carry information too sensitive to transfer across the Net, the virtual-reality equivalent of the Internet. Jim Halsey, a young man delivering a car from Chicago to San Diego, spots a man hitchhiking in the West Texas desert and gives him a ride. The hitcher, John Ryder, is brooding and evasive; when Jim passes a stranded car, however, Ryder forces his leg down on the accelerator. Ryder calmly states he murdered the driver and intends to do the same to Jim. Terrified, Jim asks what Ryder wants. He replies, "I want you to stop me." Ryder strokes Jim's face with a knife while telling him to say, "I want to die." After stealing diamonds in a robbery, diamond thief Frank Warren is betrayed by his best friend Sam and his fiancée Noelle, who turns him into the authorities. Frank is sentenced to 12 years imprisonment at Camp Holliday, an experimental prison where each convict is given an electronic collar containing an explosive device which is electronically connected to another inmate. If any inmate tries to escape from Camp Holliday and is separated from the collar-mate by more than 100 yards, their collars will explode. Frank learns the inmate he is connected to is Tracey Rigg and Tracey and Frank both escape with their collars intact. On the run from the authorities, Tracey and Frank find they are being pursued by Sam and Noelle, believing Frank will lead them to the diamonds, which he has hidden.

Eddie Devane (William McNamara) is a young Seaman Apprentice who has carried out a number of inventory-related scams along with his partner-in-crime Howard (Crispin Glover) and made a lot of money during his service. A day before his discharge, Eddie is assigned to escort a prisoner from the marine base at Camp Lejeune along with the authoritarian, no-nonsense Chief Petty Officer Rock Reilly (Tom Berenger). Eddie is of course not pleased with this development. When Howard sees a grumpy-looking Eddie being escorted from his superior's office by a couple of other seaman, he thinks Eddie has been found out and arrested for his scams. In order to destroy evidence, he goes to Eddie's desk and finds the money, the existence of which Eddie had concealed from him.
