In 1776, a young Polish patriot, Boleslas Vorowski, is wounded in an abortive uprising against the Russian forces in Vilnius. A reward for his capture is offered but he is sheltered by Baron von Kempelen, an inventor of lifelike automata, who plans to smuggle Vorowski, a skilful chess-player, to Germany concealed inside a chess-playing automaton called The Turk. Major Nicolaïeff, a Russian rival of Vorowski, challenges The Turk to a game and is defeated, but he realises that the machine is being secretly operated by Vorowski. He arranges for The Turk to be sent to Moscow to entertain the Empress Catherine II. When The Turk refuses to allow Catherine to cheat, the Empress orders that the automaton is to be executed by firing squad at dawn. During a masked ball, von Kempelen replaces Vorowski inside The Turk, to enable him to escape with his lover Sophie. Nicolaïeff, who has been sent to search von Kempelen's house, is slain by the inventor's sabre-wielding automata.

The story begins with the birth of Tsarevich Alexei on 12 August 1904 during the Russo-Japanese War. Tsar Nicholas (Michael Jayston) is warned by the Prime Minister Count Witte (Laurence Olivier) and his uncle Grand Duke Nicholas (Harry Andrews) that the war is futile and costing too many lives. They tell him the Russian people want representative government, health care, voting and workers' rights, but Nicholas wants to maintain the autocracy. Meanwhile, underground political parties led by Vladimir Lenin (Michael Bryant), Joseph Stalin (James Hazeldine) and Leon Trotsky (Brian Cox) have formed.

In Vienna, 15-year-old Marie Antoinette (Norma Shearer) is informed by her mother, Empress Marie Therese of Austria (Alma Kruger), that Marie is to marry the future King of France, the Dauphin Louis XVI (Robert Morley). The young princess is excited to meet her future husband and live as a queen, but the Dauphin she married is actually a shy man, more at home with locksmithing than attending parties at the court at Versailles. After they are married, Marie tries desperately to please her husband, and after some trepidation, the Dauphin realizes he can trust Marie and tells her he cannot produce heirs. Without children to occupy her time and attention, Marie is bored and associates with the power-hungry Duc d'Orleans (Joseph Schildkraut), even though the Dauphin does not like him.

The film begins in 1536 when Henry VIII (Richard Burton) considers whether or not he should sign the warrant for the execution of his second wife, Anne Boleyn: then, in a long flashback which takes up virtually the entire film, the whole truth is revealed. Starting in 1527, Henry has a problem: he reveals his dissatisfaction with his wife, Catherine of Aragon (Irene Papas). He is currently enjoying a discreet affair with Mary Boleyn, a daughter of Sir Thomas Boleyn who is one of his courtiers; but the King is bored with her too. At a court ball, he notices Mary's 18-year-old sister Anne (Geneviève Bujold), who has just returned from her education in France. She is engaged to the son of the Earl of Northumberland and they have received their parents' permission to marry. In 1585, Catholic Spain ruled by King Philip II of Spain (Jordi Molla) is the most powerful country in the world. Seeing Protestant England as a threat, and in retaliation for English piracy of Spanish ships, Philip declares war. He plans to take over England, and make his daughter Isabella the Queen of England in Elizabeth's place. Meanwhile, Elizabeth I of England (Cate Blanchett) is being pressured to marry by her advisor, Francis Walsingham (Geoffrey Rush). She is ageing and, with no child, the throne will pass to her cousin, Mary, Queen of Scots (Samantha Morton). The Queen is presented with portraits of appropriate suitors, but Elizabeth refuses to marry, particularly to the Charles II, Archduke of Austria (Christian Brassington), who has become infatuated with the Queen. English explorer Walter Raleigh (Clive Owen) is presented at Elizabeth's court, having returned from the New World, and offers her potatoes, tobacco, two Native Americans, and gold from a Spanish ship that he claims was "unable to continue its journey". Elizabeth commands that the Native Americans be treated well, and refuses to accept the gold.

Fourteen-year-old Maria Antonia Josephina Johanna Habsburg (Kirsten Dunst) is the beautiful, charming, and naive archduchess of Austria, youngest of Empress Maria Theresa's (Marianne Faithfull) daughters. In 1770, the only one left unmarried among her sisters, she is sent by her mother to marry the Dauphin of France, the future Louis XVI of France (Jason Schwartzman), to seal an alliance between the two rival countries.
