When military psychiatrist Bill Turner (Michael Dudikoff) falls for a general's daughter, a dark conspiracy threatens to swallow up everyone involved. Turner's relationship with his new patient, Marine sergeant Randi Stewart (Brooke Theiss), begins to reach well beyond the typical doctor/patient bond, as he soon discovers that she is involved in a far-stretching political conspiracy but can't tell if she is the victim or the perpetrator. Randi's brother, Gordon Stewart is running for political office when their father General Stewart (Dan Hedaya) is murdered and Randi becomes the main suspect. When Turner's feelings toward Randi grow he has to deal with her being a possible murderer. But Turner would more than anything not find out, which leads him getting sucked deeper and deeper into the "Quicksand".

In Japan, the home of Chozen "Cho" Osaki (Sho Kosugi) is attacked by an army of ninjas, resulting in the slaughter of his entire family except for his mother and his younger son, Kane (Kane Kosugi). When Cho arrives at his estate and discovers the carnage, the ninjas attempt to kill him as well, but Cho, being a ninja himself, avenges his family and kills the attackers. A retired secret service agent, Captain Matt Hunter (Dudikoff), takes on a sinister right-wing political organization called the Pentangle. He comes to the aid of his best friend Larry Richards (James), an African-American politician who has become a target for the Pentangle's henchmen. Impressed by Hunter's martial arts skills, the Pentangle leaders try to persuade him to join their cause and kidnap his sister Sarah (Gereighty) to make sure he cooperates. Now promoted to Army Rangers, Joe Armstrong (Michael Dudikoff) and Curtis Jackson (Steve James) are sent to a remote Caribbean island to aid the Marine Corps in investigating the disappearance of many of its soldiers. Three rebellious African-American army officers disobey orders in Vietnam and refuse to destroy a village inhabited with innocent people. They are sent to Georgia and are going to be court-martialed. The officers know that justice will not be served and manage to escape. The fugitives end up in the small town of Riverbend, taking refuge in the home of a sympathetic widow. The town is controlled by a brutal, racist sheriff who kills those opposing him and takes whatever he wants from the terrified residents. This bothers one of the officers who, with plans to take down the sheriff, convinces the others to help him create a secret training camp in the woods. They then begin recruiting the local African-Americans men and training them for combat. When they are prepared, the angry rebels take over the town, incarcerate the sheriff and all his cohorts and hold the rest of the town hostage in a church until their demands for media attention and an end to racism are met.
