Tourné en cantonais (la langue de Hong Kong) et en mandarin, il marque le retour derrière la caméra de Sammo Hung depuis Il était une fois en Chine 6 : Dr Wong en Amérique (1997). Beaucoup de personnalités prestigieuses du cinéma hongkongais y font un caméo, telles que Tsui Hark, Yuen Biao, Dean Shek, Karl Maka, ou encore Andy Lau.
Synopsis
Dans les années 2000, dans une petite ville chinoise frontalière avec la Russie, un vieil homme appelé Ding (Sammo Hung) est témoin d'un meurtre au couteau par un gang, Mais lorsqu'il est convoqué par la police pour identifier le suspect, il hésite et n'arrive pas à le faire. La police enquête sur ses antécédents et découvre qu'il travaillait autrefois au Bureau central de sécurité du Parti communiste chinois à Pékin, et elle suppose qu'il souffre aujourd'hui de démence. De retour chez lui, Ding est invité à dîner par sa propriétaire, Park (Li Qinqin), une vieille dame séduite par lui. Ding, de son côté, s’occupe souvent d’une petite fille du quartier, Cherry (Jacqueline Chan), dont le père, Li (Andy Lau), est un joueur compulsif.Actors

Big (Andy Lau) was a Buddhist Monk, but he gave up this occupation when he realized he could see a person's past life, which would mean he would be able to predict what would happen to that person because of Karma. Big then became a bodybuilder and worked in a strip bar when he ran into Lee Fung-yee (Cecilia Cheung). The film follows two con artist brothers, Yipao (Yuen Biao) and Taipao (Bryan Leung). One day they are cheated out of their ill-gotten gains in an encounter with Jia Wu Dao (Lau Kar Wing). They try to fight him, to retrieve their money, but are defeated, so they ask him to train them, hoping to become the best fighters in the city. After surpassing the fighting skills of "ordinary people", Yipao soon discovers that Jia Wu Dao is a murderer. When he realises his secret has been revealed, Jia Wu Dao attempts to kill Yipao, but Taipao blocks the fatal blow and is killed in his place.

In year 689 of the Tang Dynasty, Wu Zetian is about to be crowned the first Empress in China despite opposition from Tang officials. To mark this occasion, she has a colossal Buddha figure built overlooking her palace. However, an official inspecting the Buddha's progress mysteriously erupts into flames. Penal officer Pei Donglai and his superior investigate and interrogates the supervising builder, a man named Shatuo, who was formerly imprisoned after he took part in a rebellion eight years ago. They find nothing, however, and Pei's superior dies soon after in the same manner as the official.

In Hong Kong, Inspector Ng manages to stop the theft an armored car from a group of criminals. In another part of the city, a deal is being made between a Westerner and an assassin. After the deal goes sour, the assassin kills the Westerner while a duo of Asprin (Hoi Mang) and Strepsil enter to pickpocket the Westerner and steal his passport. Unknown to all of them is that the Westerner had secret microfilm that contained details of a group of criminals involved in illegal activities, most notably Mr. Tin. Inspector Ng arrives later and is heartbroken as the man who was killed was Richard Nornen, with whom she was romantically involved.

Mr. Tsan (Bryan Leung), is a doctor and master of Wing Chun, whose martial lineage traces back to the style's founder. He is grudgingly persuaded by Fei Chun (Sammo Hung), his lead student, to teach kung fu to Cashier Hua (Casanova Wong), a patient hiding out at his residence. Hua had previously overheard a businessman named Mo (Fung Hak-on) and several of his men plotting to take over the town by killing the head of the town. Unfortunately, Hua made the mistake of warning Mo's wormy henchman, Master Yao (Dean Shek) and a trap was set that nearly cost the poor cashier his life. Whilst in hiding, Hua sends Fei Chun to warn the town head. Ignores the advice, the town head is later attacked by Mo's men, although it is unclear whether he escapes or is killed after a protracted fight.

Five prisoners - Teapot (Sammo Hung), Curly (John Sham), Exhaust Pipe (Richard Ng), Vaseline (Charlie Chan), and Rookie (Stanley Fung) meet in their cell to form a friendship. Rookie assumes the leadership of the group, whilst Teapot is bullied by the others (in the later films, Roundhead, played by Eric Tsang, is the group's victim and Hung's character is the leader). Following their release, they team up with Curly's beautiful sister, Shirley (Cherie Chung), and form a company called the Five Stars Cleaning Co. While most of the group attempt to vie for Shirley's affection, Teapot ultimately forms a relationship with her.
