Betsy Jobs (Kirsten Dunst) and Arlene Lorenzo (Michelle Williams) are two sweet-natured but somewhat ditzy teenage girls living in Washington D.C. in the early 1970s. Betsy comes from a wealthy family in the Georgetown area, while Arlene lives with her widowed mother in an apartment in the Watergate building. One night, on a quest to mail a letter to enter a contest to win a date with teen idol singer Bobby Sherman, the two girls sneak out of Arlene's home, at the same time as the Watergate break-in. They manage to enter and leave through the parking garage by taping the latch of a door, accidentally causing the break-in to be discovered. They are seen by G. Gordon Liddy (Harry Shearer), who they believe to be committing a jewel robbery; they panic and run away. The security guard, startled by the taped door, calls the police, who immediately arrest the burglars.

The film follows a group of people in Birch County, California, a fictionalized city/county which is very similar to real-life Los Angeles, who after being ticketed for numerous traffic violations and as a result lose their licenses and driving privileges (and their vehicles impounded), are ordered by Judge Nedra Henderson (Sally Kellerman) to attend a driving course program in order to get their licenses and their vehicles back. However, the assigned teacher for this course, Deputy Henry "Hank" Halik (James Keach), is also conspiring with the judge in a plan to make sure these offenders fail miserably, and at any cost, making one of the offended individuals, landscaper Dana Cannon (John Murray), very suspicious of their scheme and enlisting his fellow students to expose their plot to sell their impounded vehicles.

A computer salesman charged with marketing a tiny computer that no one can operate, faces hypertension when he realizes that there is no way to sell the product and he is likely to lose his job. So he can get some rest, his wife offers to take their two kid's camping for a week. When his fellow salesman and best friend is fired and thrown out of his house by his wife, he moves in and immediately starts unending parties, which ultimately ends up the house on fire and Winkler arrested on multiple charges. In between, in a drug-induced stupor, he gets mixed up with a ditzy blonde who wants to marry him, and rescue her child from being raised by her parents.

Jay Martin is a 13-year-old who is competing for a scholarship with the headmaster's son, rival classmate and potential bully Ronny Van Dusen. The headmaster, Mr. Van Dusen, confiscates Jay's presentation and leaves it lying around his office. Ronny, alone in Mr. Van Dusen's office then copies the presentation. Jay breaks into Ronny's pool house when the Van Dusens are away in order to take his presentation back. However, their show dog, Camille, discovers Jay and follows him home. Camille goes crazy and wrecks the Martin's home when she goes too long without her medication. After Jay spends hours trying to comfort the dog, Camille withstands no more and explodes. Jay's brother, Mike, comes home and finds the house a mess and Camille with a nervous breakdown. After Jay's confession about what happened, and the loss of the dog, the two try to buy time to get the dog back. Mr. Van Dusen agrees to numerous ridiculous acts just to get Camille and his father in law off his back. Reaching his limit he finally calls the police to tap into the calls he usually received from the two boys. Jay and Mike, think up a plan and frames Ronny for the whole thing. In the end, Mr. Van Dusen's father in law becomes the new headmaster of the school while he becomes a secretary, Jay gets the scholarship after the competition is reopened and Ronny is sent to the Military Academy where his instructor is none other than Mike Martin. Camille has puppies and Jay receives one of them.

Two scientists invent a time machine. A critical part (the "vector modulator") falls out of the time machine before they get into it to test it. Nothing seems to happen at first, but when they wake up the next day they are regressing in age (mentally, not physically). Their kids, Marie (Raquel Lee) and Eddie (Tahj Mowry) seem to notice something strange is going on, judging by their behavior. Soon enough, the children realize that it is the machine that has changed their parents. The parents gradually get younger and the kids notice that the fish that their parents were experimenting on earlier seemed to just disappear after growing younger in a "poof" of sorts. The point at which something ceases to exist thus becomes known as the "poof point". The kids know they have to get the parents in the machine and reverse the effect some way before their parents, too, just "poof" away.
