The film starts out at the Farnborough Airshow where a demo Mirage 2000-10 is stolen. The Tracy family, led by former astronaut Jeff Tracy, operate International Rescue, a secret organization that aids those in need using the technologically advanced machines called Thunderbirds. The youngest son Alan lives at a boarding school on the mainland dreaming of being a Thunderbird pilot. He and his friend Fermat Hackenbacker, son of the Thunderbirds’ engineer Brains, are picked up by Lady Penelope Creighton-Ward and her butler Aloysius Parker. Lady Penelope is an International Rescue agent, travelling to Tracy Island in the South Pacific in her limo FAB 1. The Thunderbirds return from an oil rig fire, but Alan and Fermat play around in Thunderbird 1, discovering a strange compound splattered on the side. Unbeknownst to them, the compound is a tracking beacon being used by the Hood, a psychic criminal mastermind who has a vendetta against Jeff for not saving him in a collapsing diamond mine while his brother Kyrano was rescued.

Russ Kane (Warner Baxter) gets a job as a pilot in order to steal cargo. However, after making a forced landing at a "Ghost City" in the desert, he falls in love with Alice Rendon (Billie Dove) and decides to become law-abiding. When her father (George Irving) needs medicine, he flies to get it, but on the way back is chased by ruffians in other airplanes. Yank Barstow est la capitaine d'un voilier en route pour le Yucatan, avec à son bord Vance Clayton, sa femme Helen et leur fille Peg comme seuls passagers. Clayton accompagne une cargaison de pianos. Il s'évade et échoue sur une île habitée par des ramasseurs d'épaves et des exilés politiques. Apprenant qu'une révolution se déroule sur le continent, Barstow conduit les ramasseurs d'épave contre les rebelles et libère l'ambassade des États-Unis. Clayton est tué pendant les combats, libérant ainsi Helen.
