The film stars Zhang Ziyi, Takeshi Kaneshiro, Song Hye-kyo, Huang Xiaoming, Tong Dawei and Masami Nagasawa. The film is based on the sinking of the steamer "Taiping" in 1949. The incident led to the deaths of over 1,500 passengers and crew. The film's first part was released in China on December 2, 2014. Part two was released on July 30, 2015.

During World War II, USMC Cpl. Joseph F. 'Joe' Enders rallies himself to return to active duty with the aid of his pharmacist, Rita. He previously survived a gruesome battle on the Solomon Islands against the Imperial Japanese Army that killed his entire squad and left him with a scar on his neck and almost deaf in his left ear. Enders' new assignment is to protect Navajo code talker Pvt. Ben Yahzee, and carries a promotion for Enders to Sergeant. Sgt. Pete 'Ox' Anderson also receives a parallel assignment protecting Navajo code talker Pvt. Charlie Whitehorse. The Navajo code, as it was known, was a code based on two parts: 1) the Navajo language and 2) a code embedded in the language, meaning that even native speakers would be confused by it, referring to a tank as a turtle, for example. The code was close to unbreakable but also so difficult only a few people could learn it.

In New Orleans, a homeless veteran named Douglas Binder is the target of a hunt. He is given a belt containing $10,000 and told that he must reach the other side of town where he would then win the money and his life. In 1967, Hong Kong, Ben, Paul, and Frank are childhood friends and members of a gang. They regularly brawl with members of other gangs. Following the death of a triad leader, there is conflict within the Hong Kong organised crime syndicate as various possible leaders vie for power. David Chiang attempts to bring the traitor in the midst of his own group to justice following a taped conversation of traitor admitting his crimes, but who cannot be found, while Danny Lee, the elected leader of the triad has his family attacked as he fights unknown enemies to bring the organisation back under control. Their actions are hindered by Chow Sing Chi who is attempting to build up anger between the two completing triads of Hong Kong. The film is brought to a bloody conclusion as the traitor leader of the group storms the triad safe house in a desperate attempt to gain control over the group, but is met by heavy resistance.
