Dave Garver (Clint Eastwood) is a KRML radio jockey who broadcasts nightly from a studio in Carmel-by-the-Sea, California, often incorporating poetry into his program. He lives a rather freewheeling bachelor lifestyle. At his favorite bar, seemingly by coincidence, he encounters a woman named Evelyn Draper (Jessica Walter). Dave drives Evelyn home, where she reveals that their meeting was not coincidental; she deliberately sought him out after hearing the bar mentioned on his radio show. Ramanujam Iyengar, also known as Ambi, is an orthodox Brahmin and a straightforward consumer protection advocate living in Chennai. He expects everyone to follow the laws and prosecutes those who flout them. However, his efforts fail as circumstantial evidence always seems to favour the accused. He also fails to raise civic awareness due to pervasive corruption and a general lack of seriousness. Frustrated at his inability to bring about a change in society, his suppressed anger manifests itself in an alter-ego named "Anniyan", a grim reaper-themed serial killer who punishes corrupt and indifferent people. Anniyan creates a website, compiles a list of wrongdoers from his site, and kills them using punishments described in the Garuda Purana, one of the ancient Hindu scriptures.

Governor Jaisingh Sinha (Raj Babbar) is a popular and prominent political figure of the state, besides being well known as an upright person. One day, Gov. Sinha presides over a meeting on the issue of "Open Door Policy", a scheme which will pave the way for foreign companies to operate in India, by implementing usage of computer, industrial machinery etc. The meeting is attended by influential industrialist Meghnad Chaudhry (Dalip Tahil), Union leader Vilas Rao (Sharat Saxena) and minister Mantriji (Prem Chopra), among others. While Chaudhry is in favour of the policy because it would generate foreign investment in India, Vilas Rao strongly opposes the policy which would bring with it the unemployment of a large number of workers because of the utilization of computers and industrial machinery. The difference of opinion of Chaudhry and Vilas Rao leads to a heated argument between the two for which Gov. Sinha terminates the meeting without arriving at any decision on the policy.

The film opens outside of Goffs, California, in the Mojave Desert. A 1964 Chevrolet Malibu driven by Dr. J. Frank Parnell (Fox Harris) is pulled over by a policeman. The cop opens the trunk, sees a blinding flash of white light, and is instantly vaporized, leaving only his boots behind.
