Although styled as "II," the film is actually a third installment of the franchise: it is the second sequel to 1972's The Legend of Boggy Creek, following 1977's Return to Boggy Creek. The film was followed by two additional sequels, Boggy Creek: The Legend Is True (2010) and The Legacy of Boggy Creek (2011). The "Big Creature" in the film was portrayed by Hollywood stuntman and bodyguard, James Faubus Griffith.
The film was featured on the comedy series Mystery Science Theater 3000 as the sixth episode of season 10.

Before the "Phantom-attacks", which occurred about eight months after World War II, Texarkana was pleasant and citizens were preparing for a good future. On the night of Sunday, March 3, 1946, Sammy Fuller and Linda Mae Jenkins park on a lovers' lane. Soon, the hood of the car opens and closes and a man with a bag over his head with holes cut out for his eyes is seen holding wires he had yanked from the engine. While Sammy tries starting the car, the man breaks his window and pulls him out, cutting him on the broken glass. The man then gets inside the car with Linda.

Set after the events of Gamera, a meteorite collides with the rocket transporting the creature to Mars. Now free, Gamera returns to Earth and destroys Kurobe Dam in Japan. At the same time three mercenaries are sent by Kano, a WWII veteran, to an island in the South Pacific to retrieve a huge opal he once found and hid in a cave. Despite warnings from the local villagers, the trio find and locate the opal, but one dies from a fatal scorpion sting. The second man, Keisuke, Kano's younger brother, is betrayed by his fellow expeditioner Onodera and apparently killed in a cave-in.

Dr. Cal Meacham (Reason), a noted scientist and jet pilot, is sent an unusual substitute for electronic condensers that he ordered. Instead, he receives instructions and parts to build a complex communication device called an interocitor. An earthquake leaves the California coastline in ruins and reduces the beaches to a state of chaos. A group of Neo-Nazis led by Adolf (Brenner), the self-proclaimed "Führer of the new beach," takes advantage of the resulting chaos by fighting off several rival surfer gangs to seize control of the beaches. Meanwhile, an African American oil well worker named Leroy (Harden) is killed by the surf Nazis while jogging on the beach. 75-year-old Dr. Nathaniel Shellner has led an extraordinary life as a psychiatrist, working with traumatized patients fleeing war zones in refugee camps, earning himself a Nobel Prize for his work. Anu Malhotra and Siddharth Mishra (Sidhu) are in love with each other and would like to get married. Anu is ready to inform her parents about her future life-partner, but everything is put on hold, as the family decides to go out on a group safari-like expedition. Siddharth decides to go incognito also. The group gets to view wildlife from fairly close distances. Tragedy strikes when the group (except Sidhu) is kidnapped by the Bandit Durga Narayan Choudhary and his gang. The bandits commit atrocities on the kidnapped people and finally behead one of the women in order to terrorize the government and extract ransom as well as release of one of their men who is in police custody. Once their demands are met, the bandits release remaining hostages, except Anu, whom the chief Durga Narayan Choudhary has started liking. This is unacceptable by his girlfriend Bali, the only female bandit of the gang. When Sidhu not find Anu among the released hostages, he sends the illegal arms supplier Dorai to request Durga Narayan Choudhary for Anu's release. He secretly follows Dorai and finally reaches Anu. In the ensuing commotion, he is able to run away with her, with the bandits in their pursuit. They keep searching their way out of the dense forest. Meanwhile the goons started to reduce in numbers as they get shot one by one during repeated police encounters. Finally, Durga is the only one left. Still mad about Anu, he searches for her. He is about to take Anu away once more but is intercepted by Commander Shivraj, whom he eventually murders, but finally Sidhu kills Durga and re-unites with Anu and the movie ends on a happy note.
