The film marks the second collaboration of Bousman and writer/actor Terrance Zdunich, their previous work being on the unrelated musical film Repo! The Genetic Opera. The film also brings back several of the cast members of Repo!, such as Sorvino, Alexa Vega, Bill Moseley and Nivek Ogre. The Devil's Carnival has Aesop's Fables at the core of its story, with the main characters each representing a fable. Flanery's character John represents Grief and His Due, Evigan's character Merrywood represents The Dog and Its Reflection, and Lowndes' character Tamara represents The Scorpion and the Frog.
Synopsis
God, in his heavenly workshop, is painting the face onto a doll. He messes up on the eyebrows, and tosses the doll into a bin labeled Broken, and begins working on another one. Meanwhile, on Earth, three people are about to meet their deaths. John, a grieving father, slits his wrists in his own grief after losing his son, Daniel. A thief, Ms. Merrywood, is killed in her trailer after a shootout with police. Tamara, a teenage girl, is killed by her angry boyfriend. All three are greeted by denizens of Hell as they die (Heaven's All Around).Actors

The film opens on a train conducted by Lucifer carrying condemned souls back to Heaven. As they near, the damned begin to involuntarily sing hymns and Ms. Merrywood finds a horseshoe-shaped pendant (Shovel and Bone). In Heaven, God discusses the crisis with his favorite angel, The Agent, as Ms. Merrywood is interrogated by the sadistic Translators about her presence and the pendant. In Hell, Ticket Keeper comes to Lucifer with his misgivings about the carnies' lack of discipline and Lucifer's reticence to discuss his plans, but Lucifer dismisses him on the entrance of a cloaked figure. He opens a book entitled "The Filly and the Lapdog" (patterned on Aesop's fable "The Ass and the Lapdog") and begins to read.

By the year 2056, an epidemic of organ failures has devastated the planet. The megacorporation GeneCo provides organ transplants on a payment plan. Clients who default on payments are hunted down by Repo Men: skilled assassins contracted by GeneCo to repossess organs, usually killing the clients in the process. The CEO of GeneCo, Rottissimo "Rotti" Largo (a listed in a newspaper article about his kids), discovers he is terminally ill. Rotti's three children, Luigi Largo, Pavi Largo, and Amber Sweet, who changed her last name as a stage stunt to replace a popular singer she's jealous of, bicker over who will inherit GeneCo. Rotti believes none of his children are worthy heirs, as they consistently embarrass him with their robust attitudes, and instead plans to pass on his fortune to Shilo, the daughter of his ex-fiance Marni.

An unknown woman enters a Maternity Ward and, with help from an accomplice, steals a newborn baby. The story begins in traditional video style, as several of the film's characters are recorded and asked a series of questions about why they dance. The film then cuts to Moose (Adam G. Sevani) and Camille (Alyson Stoner) who attend New York University. Moose is majoring in electrical engineering after promising his father that he would not dance anymore. While touring the campus, he sees a pair of Limited Edition Gun Metal Nike Dunks worn by Luke Katcher (Rick Malambri). Moose follows the shoes and then accidentally stumbles upon a dance battle, where he beats Kid Darkness (Daniel Campos) from the dancing crew "House of Samurai". Luke takes him back to his place, an old warehouse converted into a club. Luke shows Moose the House of Pirates, his dance crew, where he later teams up with them to compete in the World Jam dance contest against their rivals, the House of Samurai dance crew. But then, Jacob (Keith Stallworth), a member of House of Pirates, informs Luke that the warehouse will be put up for auction if the overdue rents are not made.

In Baltimore, Maryland, Andie West (Briana Evigan) pursues her big dream of becoming a street dancer. Following the death of her mother to cancer, Andie lives with her mother's best friend, Sarah (her guardian), but in reality, Andie feels like she does not belong anywhere. The story follows music composer/singer Winslow Leach, seen by satanic record producer Swan during his performance as a back-up to the 1950s-style nostalgia band The Juicy Fruits, which Swan produces. Swan believes Winslow's music perfect to open "The Paradise" – Swan's highly anticipated new concert hall – and has his right-hand man Arnold Philbin steal it. One month later Winslow goes to Swan's Death Records to inquire about his music but he is thrown out. He sneaks into Swan's private mansion, and observes several women rehearsing his music for an audition. One is Phoenix, an aspiring singer, whom Winslow deems perfect for his music and the two quickly fall for one another. Winslow realizes Swan's plan to open the Paradise with his music. Winslow sneaks in and Swan orders his minions to beat up Winslow and frame him for drug dealing.
