The spirit of the late female singer Tsui Pan Han (Maggie Cheung) waits in the afterlife for a chance to be reincarnated. She meets the Godfather (Tsui Hark) who has found an appropriate musical family for her to be reincarnated with. Her opportunity to be born into the new family is ruined when Sam Kwai (Raymond Wong) takes the pregnant wife to the wrong hospital. Pan Han is given one month to find a new body to assume her reincarnation in, and decides in the meantime to harass Sam Kwai. One time, the head prefect Tai Cheuk-yee (Fennie Yuen) is possessed by Tsui to stir up a row in a sex club, causing a bunch of gangsters to be imprisoned. Lam Bo-sang (Chow Yun-fat), who was born into a wealthy family, is the richest man in Hong Kong who is rich enough to build a space station. Chi-yan (Gao Yuanyuan) is an analyst who just broke up with her boyfriend (Terence Yin) as he was having a baby with another woman (Selena Li). Sean (Louis Koo), a CEO of a broker firm, knew Chi-yan as her office is just opposite of his. He liked Chi-yan all the while, but knew that she was in a relationship and did not want to interfere, and started to take action as he saw what happened in the bus between Chi-yan, her ex, and his current wife. However, Kevin (Daniel Wu), an architect, who dressed shabbily, and an alcoholic, helped Chi-yan out when she was heartbroken by her ex. With Chi Yan's support and, Kevin decided to pick up designing again, and dated her to meet up again a week later. Chi-yan totally forgot about it as she was starting out with Sean, but it did not work out as Sean had a one-night stand with Angelina which started with a misunderstanding and ended his relationship with Chi-yan. Sean later shifted his office as the economy crisis caused him to lose a big sum of money and went over to US. Three years later, Sean comes back into her life as her boss. He tries to win her heart again, but she is put off, because he would be easily seduced by women. Chi-yan becomes disappointed him and right around this time, Kevin also comes back into her life. Subsequent their last meeting, he successfully started an architecture firm and moves to where Sean's old office was located. Both guys court her and she must choose between the aggressive "flower-hearted" Sean or the sincere Kevin.

The movie starts out with all of the gods in heaven complaining to the Jade Emperor about the malicious practical jokes played on them by Dragon Fighter Lohan. The Emperor summons Dragon's sworn-brother, Tiger Fighter Lohan (Ng Man Tat), in order to find Dragon. Dragon (Stephen Chow) eventually appears and rebuke the various gods for their horrible judgments on mankind. He insisted he can do a better job and is banished to be reincarnated into an animal by the Jade Emperor. The Bodhisattva Guan Yin (Anita Mui) intervene and issues Dragon a challenge. If he can change the fates of three people—a beggar, a prostitute, and a villain—doomed to nine incarnations as their current position in life within three heavenly days (thirty years), without heavenly powers, he will be upgraded in heavenly status. If he fails, he will be downgraded from an arhat to an animal. The Bodhisattva gives him a magical fan that can only be used three times a day for sleight-of-hand-like magic tricks to help him in his mission. However, heavenly soldiers force him down from heaven before he has the fan in hand.

Andy is an extremely compulsive Mahjong player. Thrown out of the house by his mother and ignored by his more academically gifted and successful younger brother, Louis, he had a hard time running away from debt collectors until one day he met a young girl named Gigi after a run-in with some of the debt collectors' men. Gigi started out as a thief, but because she fell for him and gave him immense luck, Andy gained great success with his extreme good luck in mahjong games and became very rich. However he refused to marry Gigi because she, though a nice woman when with him, was in reality quite a sore loser who threw temper tantrums while on the verge of losing mahjong games. She could not understand that he couldn't stand the way she behaved. As Andy said, her behaviour could be revealed by just playing a game of mahjong where when she lost, she would throw the tables. He promised her that he would marry her if she could play a game of mahjong without such a bad temper. She couldn't and so he couldn't marry her though he loved her. In the meantime, Andy found his mother who was now suffering from Alzheimer's disease and his brother who faced bankruptcy and moved in with Andy, who coincidentally lived in a bungalow. Not wanting to lose out in finding a job, Louis who had excellent luck in Mahjong but zero skill, was conned out of all his money and even his clothes by a skilled, yet devious mahjong player, Sean, portrayed by Lau Ching-wan. But being a kind hearted simpleton, a woman on the con team, (Cherrie) fell for him and decided to mend her ways.
