The movie is about an unemployed football fanatic named Mike Jacobs (played by Nick Nevern) who becomes a major credit card fraudster and gangster. The movie depicts the lifestyles of luxury, frivolous spending and violent reprisals of its criminal underworld. Alongside the main character is Mike's old friend named Eddie (played by Simon Phillips) who introduces Mike into the business of the fraud. Chev Chelios (Jason Statham) is a Chinese-based British hitman, working for a crime syndicate headed by Uglyman (Carlos Sanz). Chelios is contracted by Carlito to kill mafia boss Don Kim (Keone Young) as members of the Triads have been encroaching on Carlito's business. Carlito betrays Chelios by making it appear he assassinated Don Kim on his own, without his authorization. Ricky Verona (Jose Pablo Cantillo), an ambitious small-time criminal uses the opportunity to conspire with Carlito against Chelios; Verona will kill Chelios so the Triads do not retaliate, and then take Chelios's place as Carlito's new hired gun. While Chelios sleeps in his apartment, Verona, his brother Alex (Jay Xcala), and several henchmen break in and inject Chelios with a Chinese synthetic drug which inhibits the flow of adrenaline, slowing the heart and eventually killing the victim. Chelios wakes to find a recording left by Verona showing what he has done.

Immediately after the events of the previous film, Chev Chelios (Jason Statham) lands in the middle of an intersection after falling out of a helicopter. He is scooped off the street via snow shovel by a group of Chinese medics and removed from the scene. Chev wakes up in a makeshift hospital and sees doctors removing his heart while Johnny Vang (Art Hsu) watches. The doctors place Chev's heart in a white cooler with a padlock, and place a clear plastic artificial heart in his chest. He wakes up sometime later and escapes. Frank Falenczyk (Ben Kingsley) is a hit man for his Polish mob family in Buffalo, New York. He has a drinking problem, and when he messes up a critical assignment that puts the family business in peril, his uncle Roman Krzeminski (Philip Baker Hall), head of the family, sends him to San Francisco to clean up his act. In mid-2000s, the illegal drug trade based in Kuala Lumpur is booming. The Malaysian authorities are called upon for assistance by their Indian counterparts. The Indian team sent to Kuala Lumpur is headed by Deputy Commissioner of Police D'Silva (Boman Irani), who targets the illegal drug operations of Singhania (Rajesh Khattar). Helping him along the way is Inspector Vishal Malik (Om Puri), an Indian officer from Interpol. Both of them know that in order to put an end to the illegal drug trade, they must capture "Don" (Shah Rukh Khan) who manages Singhania's business in Kuala Lumpur. Singhania was one of the two closest and most trusted men of Boris, a criminal who went underground and was presumed dead by the police. Boris's other lieutenant was a man called Vardhan, equally ruthless as Singhania, but his whereabouts are unknown. The police thinks that Singhania had killed Vardhan upon learning that Boris was about to hand over his drug business to Vardhan.

The film follows a day in the life of Los Angeles Police Department officer, Jake Hoyt, who is scheduled to be evaluated by Detective Alonzo Harris, a highly decorated LAPD narcotics officer. In Alonzo's car, the officer sees teenage Mara Salvatrucha gang members dealing drugs in a park. Alonzo confiscates the drugs and tells Jake to take a hit of the marijuana. Jake refuses, but Alonzo puts a gun to his head and says that Jake's failure to use drugs could get him killed by a street dealer.

Picking up two or three years after where the original left off, narcotics officer Jimmy "Popeye" Doyle (Gene Hackman) is still searching for elusive drug kingpin Alain Charnier (Fernando Rey). Orders from his superiors send Doyle to Marseilles, France, to track down the criminal mastermind and bust his drug ring. Once in France, Doyle is met by Inspector Henri Barthélémy (Bernard Fresson), who resents his rude and crude crimefighting demeanor. Doyle then begins to find himself as a fish out of water in France, where he is matched with a language he cannot understand. Doyle is shown round the police station where he finds his desk is situated directly outside the toilets. He tells Barthélémy that he is not satisfied with this positioning and hopes it is not a joke at his expense. Barthélémy informs Doyle that he has read his personnel file and is aware of his reputation and especially hopes he has not brought a gun with him as it is strictly forbidden in France for visiting police officers from other countries to carry firearms.
