Anne Hilton (Claudette Colbert) is an upper-middle-class housewife living in a Midwestern town near a military base with her two teenage daughters, Jane (Jennifer Jones) and Bridget "Brig" (Shirley Temple). Anne's beloved husband Tim Hilton - seen only in photographs - is the father of Jane and Brig, has volunteered for U.S. Army service in World War II. As the film begins in January 1943, Anne has just returned from seeing her husband off to Camp Claiborne, and she and her daughters must adjust to the absence of Tim and make other sacrifices for the war effort, including food rationing; planting a victory garden; giving up the services of their loyal maid Fidelia (Hattie McDaniel) who nevertheless offers to continue working part time for the Hiltons while foregoing wages; and taking in a boarder, the curmudgeonly retired Colonel Smollett (Monty Woolley). When the Hiltons travel by train in a failed attempt to see Tim one last time before he ships out, they encounter or travel with many other people whose lives have been affected by the war, and they end up not getting to see Tim because their train is delayed to allow a defense supply train to go through first. In contrast, the Hiltons' socialite neighbor Emily Hawkins (Agnes Moorehead) complains about the inconveniences caused by the war and engages in unsupportive behaviors such as hoarding food and criticizing the Hiltons' efforts.

She believes she is sufficiently acquainted with Asian customs to know what is proper in Siam, having read a book summarizing the same. However, when the Kralahome or Prime Minister (Lee J. Cobb) comes out to welcome her, he asks her a number of personal questions, and she does not know that this is common courtesy in Siam. Her letter from the King asking her to come to Siam includes a promise that she will have a house of her own away from the Palace, but the Kralahome says she will have to stay in the harem for now (although she'll have a private room there).

The story begins in 1937 Austria, before the German occupation which would arrive the following year. Josef Steiner (Fredric March) is a middle-aged German veteran who has been an ideological opponent to the Nazi regime from its inception and already escaped from two years in a concentration camp. The film takes place in Neu Posen, German East Africa sometime before the First World War. "Mamba" is the name given to a South African snake. The reptile of this adventure is Auguste Bolte (played by Jean Hersholt), who is constantly reminding those with whom he has a chance to converse that he can buy anything. He neglects his appearance and does not even bother to shave or brush his hair. The German officers hold themselves aloof from him and the only individual he has an opportunity to talk to at length is his valet-secretary, a Cockney, who feeds his master with flattery. One afternoon Bolte recalls that he has received a letter asking for $100,000 from Count von Linden. The Count is in Germany and in a footnote it is written that Bolte might marry von Linden's daughter, Helen. The white people of the post have as little to do with Bolte as possible and the British officers across the frontier also spurn him. It occurs to Bolte that a beautiful wife would perhaps help to make life more agreeable for him. He thinks also that the officers would then overlook some of his failings and be quite impressed. He therefore allies himself to Germany.
