In 1885 France, chambermaid Celestine begins her new position at the Lanlaire family home, a rural mansion, with the intention of moving up the social ladder. She starts working on her new employer, Monsieur Lanlaire, and he soon takes a liking to her, preferring her company to that of his dominant wife. Soon the excentric neighbor, Captain Mauger becomes quite obsessed with having her working for him instead, and offers to marry her as reward for her coming to live with him, which would give her considerable wealth. Monsieur Lanlaire's sickly son Georges temporarily returns home to the estate, and in an attempt to make him stay longer, his mother does her best to make the attractive Celestine more beautiful by buying her fancy clothes, and orders her to take extra good care of her son.

The movie opens at Munich's Oktoberfest. Kendig and his team foil a microfilm transfer to an East German spy. However, they purposely do not apprehend Yaskov. Kendig is summoned to Washington, where his supervisor, Myerson (Beatty), is forcing Kendig into semi-retirement and a desk job because Kendig didn't arrest the Russian. Kendig resists, claiming to be "a field man", and, on his own initiative, takes leave, shredding his file en route. It is days before that is discovered. He goes to Salzburg, Austria to "hear some Mozart" and visit an old friend, Isobel Von Schoenenberg (Jackson). It is here that he seizes on the idea of writing a book exposing all the 'dirty tricks' of the CIA, KGB and other 'spy agencies'. Isobel is horrified to read the first chapter and tells Kendig that they'll all come after him to kill him. Nevertheless, he mails copies of the chapters to the various spy chiefs in the US, Russia, China, France and Great Britain. Soon enough, Myerson and Yaskov are after him, just as he wanted.

His roommate Sam Simpson (Valerie Perrine), a supermodel newly retired at the peak of her success, sees the response to a song he wrote for her ("Samantha") and agrees to use her connections to get him a record deal. Recent divorcée Gloria Mundy (Goldie Hawn) is a San Francisco librarian. While attending a party, she is encouraged by a friend to leave herself open to new experiences. On the way home, Gloria picks up an attractive man named Bob "Scotty" Scott (Bruce Solomon) when she encounters him and his disabled car on Highway 1. She impulsively accepts Scotty's invitation to join him at the movies that evening, and before they part ways he asks her to take his pack of cigarettes in order to help him curb his smoking. Unbeknownst to her, Scotty has secreted a roll of film in the pack. That evening, a seriously wounded Scotty meets Gloria in the theater and warns her to "beware of the dwarf" before dying.
