Howard Beale, the longtime anchor of the Union Broadcasting System's UBS Evening News, learns from the news division president, Max Schumacher, that he has just two more weeks on the air because of declining ratings. The two old friends get roaring drunk and lament the state of their industry. The following night, Beale announces on live television that he will commit suicide on next Tuesday's broadcast. UBS fires him after this incident, but Schumacher intervenes so that Beale can have a dignified farewell. Beale promises he will apologize for his outburst, but once on the air, he launches back into a rant claiming that life is "bullshit". With the rise of Hitler, Sol Nazerman (Steiger), a German-Jewish university professor, was dragged to a concentration camp along with his family. He saw his two children die (one while riding in a cattle car) and his wife raped by Nazi officers in the camp. Now he operates a pawnshop in East Harlem, while living in an anonymous Long Island apartment. Numbed by his experiences, he has worked hard not to experience emotions. Nazerman is bitter and alienated, viewing the people around him as "rejects, scum." He is shown interacting cynically as he bargains with the many desperate characters pawning their goods.

The film begins with VIPs visiting the headquarters of the Strategic Air Command (SAC) at Offutt AFB in Omaha, Nebraska. During the trip, an alert is initiated by USAF's early warning radar that an unidentified flying object is making an unauthorized intrusion into American airspace. Defense protocols dictate that the SAC must always keep several bomber groups airborne 24 hours a day in the event of a nuclear attack on the United States.
