Synopsis
Crime boss Adrian uses a motorcycle gang called the Hellcats to carry out drug runs for him, although it appears as if it is a tenuous alliance at best because the gang and Adrian's henchmen do not get along in the slightest. In the meantime, a detective named Chapman is involved in an investigation against Adrian's drug ring and hopes to gain evidence against him through the biker gang. Adrian has one of his henchmen shoot Chapman and kill him.Actors

The film centers around Rommel, a mechanic/sidehack-style racer, who turns down the offer of J.C., a hot-tempered entertainer, to join his act after J.C. witnesses a sidehack race for the first time. During this time, J.C.'s abused girlfriend, Paisley, falls for Rommel and attempts to seduce him. He rejects her advances and sends her away crying. Later, when J.C. and his crew return to their hotel, they find Paisley drunk and her clothes tattered, claiming that Rommel raped her. Angered, J.C. and his gang beat Rommel unconscious and kill his fiancee, Rita. Rommel then spends the rest of the movie plotting his revenge against J.C., who goes into hiding from the police.

Bass, a street performer, plays a routine tune in a deserted Italian village square in the afternoon, waiting for a pedestrian to tip him in his rusty iron cup. Soon, he spots Tippy, a humble peasant girl clutching a big gold coin, with the intention of dropping it in the piazza fountain to make a wish. Bass, seizing the opportunity, immediately plays an impromptu piece, capturing the young girl's attention. Just when Tippy is about to drop the coin into Bass's cup, a newcomer steps onto the scene. Treble, a suave and flamboyant street performer, plays a more attractive song, effectively stealing Tippy's attention, much to the anger of Bass. Not to be outdone, Bass ups his ante, with Treble daring to take it even further. As the two rivals unleash their arsenal of musical weapons, trying to vie for the attention (or rather, the tip) of Tippy, the girl cowers in their wild musical cacophony, and in the process, drops her sole gold coin, which falls down a drain and gets lost in the sewers of the village.

The Rider arrives on his advanced motorcycle with its artificial intelligence computer Einstein. Three armed assailants mug a woman who turns out to be NYPD Detective Sergeant Deke DaSilva in drag. His partner, Detective Sergeant Matthew Fox, immobilizes two of the suspects as Deke chases the third upstairs to the subway station platform, taunts him, and incapacitates him with a scarf. On the same day in London, terrorist Heymar Reinhardt, alias Wulfgar (Rutger Hauer) bombs a department store. Meanwhile, back in New York City, DaSilva and Fox serve a high-risk warrant in the Bronx. They raid a known drug distribution spot, where they discover corrupt police officers among the dealers. After the arrest, DaSilva meets his estranged wife, Irene, and professes his love for her. Chas (James Fox) is a member of an East London gang led by Harry Flowers (Johnny Shannon); his speciality is intimidation through violence as he collects pay-offs for Flowers. He is very good at his job, and has a reputation for liking it. His sexual liaisons are casual and rough. When Flowers decides to take over a betting shop, owned by Joey Maddocks (Anthony Valentine), he forbids Chas to get involved, as he feels Chas's complicated personal history with Maddocks (which is at least partly gay) may lead to trouble. Chas is angry about this and later humiliates Maddocks, who retaliates by wrecking Chas's apartment and attacking Chas. Chas shoots him, packs a suitcase and runs from the scene.

Eight years after the events of the first film, Miami Police Department (MPD) narcotics division detectives Marcus Burnett and Mike Lowrey are investigating the flow of highly-potent ecstasy into the city. Their surveillance of boats coming in from Cuba leads them to a Ku Klux Klan meeting and drug drop in a swamp docks outside Miami. The subsequent raid on the Klan members proves to be a disaster; malfunctioning radios delay back-up, causing a firefight when Mike accidentally shoots Marcus in the buttocks, while the Klan members are revealed to be mere small-time buyers and not the distributors of the ecstasy. The incident leaves Marcus to further question if he still wants to partner with Mike, while Mike fears that Marcus may discover his new relationship with Marcus' sister, Syd.

The film takes place along a stretch of coastline somewhere in Florida in the United States, where a local tourist spot has become plagued by a mysterious marine creature. Little do they know, the monster is the product of a secret military experiment — a genetic hybrid mutated from a common octopus and the prehistoric super-predator Dunkleosteus. Unfortunately, the creature has broken loose, and is now feeding on swimmers and tourists swimming or sailing along the coast. Also, the monster is only an infant, and will continue to grow if it is left to hunt much longer.
