Preceded by Satan's Sadists (1969) and Hell's Bloody Devils (1970), it is the last in a trio of (unrelated) motorcycle gang films directed by Adamson for Independent-International Pictures Corp., a company he co-founded with Sam Sherman. The plot centers on a group of tough biker babes who leave their cycle gang boyfriends to go on a violent rampage. When a cult leader kills one of the girls, the others go out for revenge.

The plot centers around an outlaw motorcycle gang called the "Satans", who roam the deserts of the American Southwest. The gang's leader goes by the name of Anchor, and other members include Firewater, Acid, Muscle, Willie, Romeo and Gina. The gang comes upon two lovers whom they proceed to attack: they beat up the boyfriend and rape the girl. After the assaults, they kill both of them and throw their car, with them in it, over a cliff.

Amir, the benevolent ruler of Kalid, is dying, but there is hope in transplanting his brain into another body. Freshly deceased, he is flown to the United States where Dr. Trenton, having unwisely put off body acquisition until the last minute, transplants Amir's brain into the body of the disfigured simpleton assistant who failed in said chore. Dr. Trenton has a few nefarious plot twists of his own in mind, and then there's the thing with the dwarf and the woman chained in the basement. It's up to Amir's friend Bob and wife Tracey to try to salvage this tale.

Crime boss Adrian uses a motorcycle gang called the Hellcats to carry out drug runs for him, although it appears as if it is a tenuous alliance at best because the gang and Adrian's henchmen do not get along in the slightest. A mad scientist (J. Donna Taylor is a young prostitute recruited by a criminal organization known as "The Syndicate" to help blackmail their latest target, a politician. She agrees to carry out their plan of meeting him in his hotel room, drugging his drink, and having pictures taken of him while he is unconscious. She soon finds out the drug she administered was not a simple sedative as she had been told by Sandra and Erica, the two members of the Syndicate accompanying her, but a lethal poison. They threaten to kill Donna if she does not stay silent about the murder. After they depart to dispose of the body, Donna arranges to use the friend's place in Mexico to hide out. Unknown to her, the Syndicate is monitoring the hotel room.

The film opens with T.P (Tony Fish), one of the senior counselors at a camp, is telling a scary story around a campfire to the young campers and the other counselors - who consist of Betsy (Gaylen Ross), Ellie (Jan Claire), Dave (Seth Jones), Stacy (Harriet Bass), Bill (Alexander Murphy Jr.), and Max (Carl Fredericks); the late middle-aged head counselor. After T.P. finishes his story, Max begins to tell of a man named Madman Marz, who killed his whole family with an axe was convicted by being hung for his crimes, only to break free and disappear into the woods. Max continues by saying that anyone who says his name will awaken him and cause him to track and kill that person. Richie (Jimmy Steele), a cocky teenager, stands up and screams Marz's name, smashing a rock into his old house. Max, annoyed at Richie, ends the campfire and sends everyone to their cabins, while he goes into town to retrieve supplies. Richie notices Madman Marz up in a tree, and follows him to his house, where he investigates. As Max and Dave try to retrieve a felling axe that is stuck into a log, everyone heads inside their cabins. Chef Dippy (Michael Sulliva) is killed by Marz outside.
