Set in 1905 (the year the Little Nemo comic strip premiered in the New York Herald), the film opens with the young boy Nemo experiencing a nightmare in which he is pursued by a locomotive. Upon awakening the next day, he goes to see a parade welcoming a traveling circus. However, Nemo is unable to see the circus because his father and his mother are too busy to take him. Later that night, Nemo imitates sleepwalking in an attempt to sneak some pie away, which acts against a promise he had made earlier to his mother. Upon falling asleep that night, Nemo is approached by figures from the parade. The circus organist introduces himself as Professor Genius and claims that they had been sent on a mission by King Morpheus, the king of a realm named Slumberland. The mission involves Nemo becoming the playmate of the princess, Camille. The film begins in a Kingdom of Trolls, where Stanley (Dom DeLuise) has a magical green thumb with the ability to bring flowers and plants to life at a touch. When he is discovered doing so, the other trolls take him as prisoner to Gnorga (Cloris Leachman), the Queen of the Trolls, who concludes that Stanley "gives a bad name to trolls everywhere" and demands that he be turned to stone. At the behest of her consort King Llort (Charles Nelson Reilly), Gnorga instead banishes Stanley to Central Park where, after a series of mishaps, Stanley hides himself under a bridge. In New York City, two young siblings named Gus and Rosie (Phillip Glasser and Tawny Sunshine Glover) learn that their father Alan (Jonathan Pryce) and mother Hilary (Hayley Mills) cannot take them to Central Park. while left alone with their nanny, Maria, Gus takes Rosie to the Park himself. While playing with Gus's toy boat, which is later accidentally smashed, Rosie befriends Stanley. When Queen Gnorga discovers Stanley happy in exile, she creates a flood to drown them by making Gus cry, but Stanley enlarges Gus's toy boat to escape. In the early 1900s, a young orphan named Pete flees his abusive adoptive hillbilly family, the Gogans. As Lena Gogan and company pursue him ("The Happiest Home in These Hills"), an unseen force, which Pete calls Elliott, knocks them into a mud pit. The next morning, Pete and Elliott, a green and purple dragon who has the power of invisibility, share breakfast ("I Love You, Too") and visit Passamaquoddy, a village where the unseen Elliott, performing clumsy antics, causes Pete to be labeled a source of ill luck. Lampie, the drunken old lighthouse keeper, stumbles out of a tavern and encounters Pete. A mischievous Elliott makes himself visible, and a terrified Lampie runs into the saloon to warn the townsfolk ("I Saw a Dragon"). In a seaside cave, Pete scolds Elliott for causing trouble. Just as they make up, Lampie's daughter Nora appears, having spotted Pete earlier. She says that due to the ongoing tides from the sea, that it's unsafe for Pete to stay, thus leaving Elliott to remain there. Peter-No-Tail is a cat who's born without a proper tail on a farm by the Swedish countryside. Due to economical difficulties, the farmer is forced to get rid of Peter. The farmer can't bring himself to drown the cat, so he sneaks Peter inside the car of a family who are renting a house close to the farm for their summer vacation. When the family finally reach their home in Uppsala, Sweden, they find Peter and decide to keep him. Without a tail, he becomes the talk of the town among the other cats and, especially Mike, who teases him cruelly. Six years after the events of the first film, Charlie B. Barkin (Charlie Sheen) welcomes his friend, Itchy Itchiford (Dom DeLuise), to Heaven, but confesses himself bored by the afterlife. Carface Caruthers, their old enemy (Ernest Borgnine), steals Gabriel's Horn, attempts to pass through the Pearly gates using the music they perform in order to open it so he can leave Heaven with the horn, but it closes on him to protect it from being stolen. He winds up getting stuck on it when he tries to head to the other side and then pops himself out of it. In 1939 New Orleans, a roguish German Shepherd named Charlie B. Barkin escapes from a dog pound with the help of his friend, a dachshund named Itchy Itchiford. They return to a casino riverboat on the bayou, which is formerly run by Charlie with his partner, a bulldog named Carface Caruthers. Not wanting to share the profits with Charlie, Carface persuades him to leave town with 50% of the casino's earnings. Charlie agrees, but is later intoxicated and murdered by Carface. He is sent to Heaven where a whippet angel named Annabelle (who was named in the sequel) tells him that a gold watch representing his life has stopped. He steals and winds it, sending Charlie back to Earth, but is told that if he dies again, he will go to Hell. After reuniting with Itchy, they discover that Carface is holding an orphan girl named Anne-Marie (presumably kidnapped from the orphanage by Carface), who has the ability to talk to animals and gain knowledge of a race's results beforehand, allowing Carface to rig the odds on the rat races and become rich.
