Dans un petit village, entre Rome et Naples, les Alliés sont sur le point de faire leur entrée triomphale. Mario Venicio, maire nommé par les fascistes, pense à la libération et juge plus prudent de confier sa difficile place à son ami d'enfance Attilio Capellaro, antifasciste notoire dont le fils est fiancé à sa fille Aurora. D'abord réticent, Attilio finit par se laisser convaincre. Malgré tout, il semble que les Alliés soient encore bien loin et Crippa, le représentant du Fascio, envoie en avant le fils de Cappellaro (qui est dans la vraie vie le fils de l'acteur français) et fait savoir qu'il a convoqué une bande de chemises noires pour rétablir l'ordre. Cappellaro fait en sorte que son fils reste dans le village en le cachant dans la cave, mais pendant la nuit Crippa est assassiné.

Peppino Di Gennaro is a simple clerk who wants to make a career without success. After a friend gave him a photo taken during the First World War that shows him together with Benito Mussolini, he tries to take advantage of it getting an invitation from Duce, but the OVRA stops him every time. After numerous failed attempts he eventually succeeds in entering his office in the exact moment Mussolini was on the balcony announcing the Italian entry into the war; disappointed and embittered, Peppino goes away destroying the photo.

Otello Celletti (Alberto Sordi) is an unemployed ex-soldier from a small town in Latium. Since the end of the war, he has been living with his family and father at the expense of his brother-in-law, Nando. One day he receives a letter that says he has been given a job as carrier in the town's markets, despite his request to join the local police. Unwilling to accept the new job, he manages to meet the town's Mayor (Vittorio De Sica) and get the position he sought for. As a policeman, Otello can finally take revenge on all who had been teasing him during the post-war period when he was a jobless man, but soon starts having trouble with his duties. Uncapable of directing the traffic properly at a rather busy crossing, he is moved to a peripheral area where his tasks are much easier and gets here the occasion he has always been waiting for: one day he is told by a man passing by that a car got stuck not far from there and that the car is no less than Sylva Koscina's (in the role of herself).

In a town, near Naples, in 1900, the cobbler Agostino Miciacio is accused by tenants of his apartment building to be crazy. In fact Augostino is a lively man, mocked by everyone because he is messy. He is very devoted to St. John beheaded, so Agostino lights a candle every night in a small chapel in the courtyard. But some of the oil in the wax necessary for the luminary, disappears every night. It is a fact that Augostino does not tolerate theft, but he does not know that behind these thefts continue, there is a gang of thugs. Meanwhile Agostino, in addition to following the case of oil stolen, must fight against the daughter Serafina who has fallen in love with a poor young lamplighter.
