In the fictional town of Gatlin, Nebraska, Joby tells the story of how the town became haven for a group of young cultists. The economy of the town is mostly agricultural, and the town is surrounded by vast cornfields. One particular year the corn crop fails and the people of Gatlin turn to prayer in an attempt to ensure a successful harvest. A boy preacher, Isaac Chroner (John Franklin), takes all the children of Gatlin into a cornfield to speak to them about the prophecies of a strange, bloodthirsty incarnation of the Abrahamic God called "He Who Walks Behind The Rows". Isaac, through his lieutenant Malachai (Courtney Gains), leads the children in a revolution, brutally killing all of the adults in the town. Over the ensuing years, the children take any adults passing through as sacrifices.

During a horror film convention, several people are invited to an exclusive party. At St. John's Orphanage in 1882, children, including a young Albert Fish, are being paddled as punishment for their sins. Albert Fish as an adult (Patrick Bauchau) then tells an anecdote of a horse that some older boys at the orphanage set on fire, comparing himself to the horse. He regularly whips himself with a belt while hallucinating himself as he appeared in the orphanage. Fish kills a boy scout, Francis McDonnell, before visiting the Budd family home, where he abducts and murders ten-year-old Grace Budd (Lexi Ainsworth) on June 3, 1928 under the pretense of taking her to his niece's birthday party. Throughout the film is a film noir-style narration by Detective William King (Jack Conley), of the Missing Persons Bureau. King searches for Grace Budd for six years, before finally tracking down and arresting Fish. Fish is found guilty despite evidence of his insanity, and promptly sentenced to die in the electric chair.

A genetics laboratory run by Dr. Irwin Burns (Joseph Ruskin) to research aggressive behavior has an accident, resulting in a chemical fire and explosion, and the escape of a thirty foot long hybrid snake with traits of both the Asian King Cobra (in the film, it is referred to as the African King Cobra, even though the King Cobra species doesn't inhabit the African Subcontinent) and the Eastern Diamondback Rattlesnake. Loose in the countryside and filled with the experimental aggressiveness drug, the snake, nicknamed "Seth", eventually outgrows his woodland prey, it begins hunting the residents of the small brewery town of Filmore.

In a building in Amsterdam, an elevator inexplicably begins to function alone. A lightning storm causes a power failure, trapping four people in the elevator. The elevator will not open, even after a subsequent power restore and the passengers almost suffocate. Subsequent malfunctions prove fatal: an elderly blind man falls to his death when down the elevator doors open to an empty shaft, a night watchman of the building is decapitated by the elevator doors, and a janitor is snared in the shaft, his body dropping through the elevator ceiling hatch. Felix Adelaar (Huub Stapel), a technician from the elevator company Deta Liften, begins to examine the electrical system in an attempt to find any anomalies. During the course of several inspections, he meets Mieke De Boer (Willeke von Ammelrooy), a journalist for The Nieuwe Revu, a local tabloid that Felix remarks he often finds in his friends' cat litter.
