The film begins with an animated introduction featuring a plane heading toward "the Heart of Africa" (more specifically, a region called "Bukuvu"). In the town of Acme Falls within the kingdom of Warnerstock, all the people live happily together. However, upon the death of the king, Sir William the Good, Warnerstock enters a state of civil war. The King (Jean Marais) promises his dying Queen that after her death he will only marry a woman as beautiful and virtuous as she. Pressed by his advisers to remarry and produce an heir, he comes to the conclusion that the only way to fulfil his promise is to marry his own daughter, the Princess (Catherine Deneuve). Following the advice of her godmother, the Lilac Fairy (Delphine Seyrig), the Princess demands a series of seemingly impossible nuptial gifts, in the hope that her father will be forced to give up his plans of marriage. However, the King succeeds in providing her with dresses the colour of the weather, of the moon and of the sun, and finally with the skin of a magic donkey that excretes jewels, the source of his kingdom's wealth. Donning the donkey skin, the Princess flees her father's kingdom to avoid the incestuous marriage.

Five years after the first film, Crown Princess of Genovia Amelia "Mia" Thermopolis (Anne Hathaway) has just graduated from Princeton University's Woodrow Wilson School and is returning to Genovia with her bodyguard Joe (Héctor Elizondo) and beloved cat Fat Louie. Clarisse invites Lord Devereaux to stay at the palace, while Mia is shocked to discover Lord Devereaux is Nicholas. Mia's best friend Lilly Moscovitz (Heather Matarazzo) surprises her by visiting. The film takes place mostly in the waterfront bar of César, Marius's father. Marius works in the bar and his good friend since childhood, Fanny, works outside the bar selling cockles. Marius has a hidden desire to travel to exotic places with the ship crews that depart from the docks of Marseilles. This desire becomes exposed when a rich older man (Panisse) proposes to Fanny and Marius gets jealous. Marius' jealousy of Panisse is the first indication of the secret feelings that he has for her, but much to his surprise, the feelings are reciprocated by Fanny. She confesses that she loves Marius prompting him to reveal his plans of traveling the world to her, noting that being the wife of a man at sea is not a desirable life. After a few nights, it is discovered that they have slept together and Marius's father and Fanny's mother convince him to marry her. Marius becomes noticeably melancholy after proposing to Fanny until a few days later, the date of departure of a boat on which Marius was supposed to crew. Fanny, realizing that Marius is not truly happy being with her, decides to encourage him to leave. She helps distract his father while Marius sneaks onto the boat.
